Progressively tighter new vehicle European emission standards have reduced harmful particulate matter pollution emissions from diesel vehicles to a point where they are now equivalent to those from petrol vehicles. The latest emission standard for lorries and buses, Euro VI, will in addition substantially reduce emissions of oxides of nitrogen (NOx). Government experts are working with the European Commission and other member states to ensure that the Euro 6 emission standard for diesel cars and vans will also deliver reduced NOx emissions.<\/p>

In addition between 2011 and 2020 we have committed over two billion pounds to increase the uptake of ultra-low emission vehicles, on active and sustainable travel and to support green transport initiatives, which will help to improve air quality.<\/p>

Her Majesty\u2019s Government has recently concluded a consultation on the future of the Northern and TransPennine Express rail franchises. In terms of future investment planning for the strategic road network, the Highways Agency is currently conducting its route strategy process to establish operational and investment priorities for all routes on the strategic road network. As the aviation regulator, the Civil Aviation Authority (CAA) has its own internal performance targets for processing licence applications.<\/p>

The CAA publishes its code of practice on its website. This sets out the standards and the levels of service which both the aviation industry and individuals may expect. Specifically \u2013 under Approval, certification and licensing service standards \u2013 the CAA say \u2018Personnel Licences will be issued within ten working days\u2019.<\/p>

My Noble Friend Baroness Kramer, Minister for Local Transport has recently completed a review of the use of a derogation applied under EU Regulation 181/2011 (concerning bus and coach passenger rights) exempting bus and coach drivers from undertaking mandatory disability awareness training.<\/p>

To inform this review, she wrote to bus industry representatives, disability stakeholders and charities seeking their input, to determine whether drivers are receiving adequate disability awareness training under the current voluntary arrangement.<\/p>

Having received and considered many comprehensive responses, the findings have been shared with Ministerial colleagues who are discussing how best to proceed.<\/p>

<\/p>

Good progress has been made on introducing flexible ticketing. The Thameslink, Southern and Great Northern (TSGN) rail franchise includes an obligation to introduce carnet-based season tickets on smartcards by 30 September 2015. The Essex Thameside franchise includes a similar obligation to introduce flexible season tickets and carnets. We plan to trial flexible ticketing through a combination of research and analysis, as well as evaluation of data from these flexible ticketing schemes.
