Mass transit is largely devolved in England. Mass transit expansion in Greater Manchester is the responsibility of the Mayor of Greater Manchester and the Greater Manchester Combined Authority (GMCA).<\/p>
Through Greater Manchester\u2019s City Region Sustainable Transport Settlement (CRSTS) for 2022/23 to 2026/27, the Department for Transport has allocated £1.07 billion to the region for local transport schemes, which GMCA has brought forward.

The P&O Pioneer is a Cyprus flagged vessel and the certification of the vessel is the responsibility of that flag state. The Maritime and Coastguard Agency (MCA) had carried out an inspection on board the vessel on 9 June 2023 and found the vessel to be in compliance with all the international conventions, including the Maritime & Labour convention, which deals with the working and living conditions and the minimum certification and crewing levels on board. The department has considered including the Port of London Authority (PLA) within the remit of the Parliamentary and Health Service Ombudsman (PHSO). The department does not view this as a sensible course of action at this time.<\/p>

The Ombudsman can investigate any action taken by, or on behalf, a government department or other authority to which the Parliamentary Commissioner Act 1967 Act applies. Such \u201caction\u201d is in relation to the exercise of administrative functions of that department or authority. The PLA is not a government department, and it is not taking action on behalf of one. It is a self-funding trust port and not a public body in the sense that the other bodies regulated by the PHSO are.<\/p>

The Bus Service Operator Grant (BSOG) given to commercial operators is to help them keep fares lower and enable services which may be unprofitable to continue running. The funding that operators receive is calculated based on fuel consumption and allows them to partially offset some of their operational costs, which may include fuel costs. For many years we have been giving local authorities the powers to enforce parking restrictions civilly and issue penalty charge notices (PCN) for contraventions of these restrictions. Now around 98% of local authorities have these powers, including Birmingham City Council, with more expected to follow. We have also made it legally possible for local authorities with civil enforcement powers to use CCTV cameras to enforce parking on a \u2018Keep Clear\u2019 zig-zag area outside a school.<\/p>

Local authorities with civil parking enforcement powers may also apply to the Department for a Designation Order to civilly enforce moving traffic contraventions, including school street restrictions which are signed using existing 'no motor vehicle' or 'pedestrian and cycle zone' signs.
