Both the UK and the EU want to ensure that European manufacturing continues to thrive in an increasingly competitive global market. Many manufactured goods sectors, such as chemicals, aerospace goods, human and veterinary medicines and medical devices, are subject to common rules across the EU. We recognise that adapting to new regulatory requirements takes time, so the Government will provide continuity in goods regulation for a temporary period after exit day.<\/p>

This does not mean that everything will stay the same, but the approach is intended to ensure that in many cases the regulatory requirements for placing a manufactured good on the UK market will not significantly change from those which currently apply. As a result, most goods that meet EU regulatory requirements will continue to be recognised as valid for sale on the UK market.<\/p>

This approach will provide stability in the immediate short term for those businesses who place goods on the UK market, as well as for consumers. It is intended only to apply for a time-limited period after October 31. At the same time the Government is establishing domestic frameworks which mean the UK will have the flexibility to set different rules where it would benefit UK businesses and consumers.<\/p>

Making a success of EU exit is a priority for the Government. Departments across government have been working to prepare for different EU exit scenarios, including for no-deal. We expect EU Exit to present both opportunities and challenges for regions across the country. My Department is working closely with local government, key sector representatives and with other Government Departments including Health, Education, Housing, Communities and Local Government to consider potential national or local impacts, which may arise from EU Exit, and the necessary preparations for a wide range of scenarios.<\/p>

This government has been clear that we do not want or expect a \u2018no deal\u2019 scenario. The UK and the EU have agreed the terms of the UK\u2019s smooth and orderly exit from the EU in the form of the Withdrawal Agreement, and a detailed political declaration on the terms of our future relationship. Nevertheless, the government will continue to do the responsible thing and prepare for all eventualities. Extensive work to prepare for a no deal scenario has been under way for over two years and we are taking necessary steps to ensure the country continues to operate smoothly from the day we leave.<\/p>

Since the referendum, DExEU Ministers have made frequent visits to regions across the country, including to the West Midlands, and are committed to continuing this productive engagement with businesses and local government throughout the UK.<\/p>

The Ministry for Housing, Communities and Local Government are leading an extensive programme of engagement, listening to the sector and gathering intelligence on council concerns and preparedness, which has included discussions with Chief Executives from Coventry City Council, and Solihull Council.<\/p>

Senior policy officials have engaged with local authority representatives from throughout the West Midlands, through various forums, including a regional event in Birmingham on 13 December. Representatives from Coventry and the West Midlands are also key contributors to the Ministry of Housing, Community and Local Government\u2019s EU Exit Advisory Panel.<\/p>

This extensive programme of engagement is replicated throughout England, enabling the Government to assess and support local authority preparedness and to discuss and address the issues and opportunities of EU Exit.<\/p>

The government has successfully reached a deal with the EU and delivering the deal is its top priority.<\/p>

The final deal that Parliament will be voting on means that we will leave the EU in a smooth and orderly way on 29 March 2019. It sets the framework for a future relationship that delivers in our national interest. It takes back control of our borders, laws and money, it protects jobs, security and the integrity of the United Kingdom, and it delivers in ways that many said could simply not be done.<\/p>

Anything other than straightforward approval of the deal will bring with it huge uncertainty for business, consumers and citizens.<\/p>

However, as a responsible government we have undertaken extensive work over the past two years to prepare for a potential no deal scenario.<\/p>

We have published 106 technical notices to help businesses and citizens to prepare for March 2019 in the unlikely event that we leave the EU without a deal. In addition to these technical notices, we have already successfully passed critical legislation, signed international agreements, recruited additional staff and guaranteed certain EU funding in preparation for a no deal scenario.<\/p>

The UK and the EU have taken a decisive step forward, agreeing the provisional terms of the UK\u2019s smooth and orderly exit from the EU and making significant progress on the outline terms of our future relationship.<\/p>

While the chances of no deal have been reduced considerably, the government will continue to do the responsible thing and prepare for all eventualities, in case a final agreement cannot be reached.<\/p>

The Government is undertaking a wide range of ongoing analysis, across a range of scenarios, in support of our EU exit negotiations and preparations. When we bring forward the vote on the final deal, we will ensure that Parliament is presented with the appropriate analysis to make an informed decision.
