The Government always welcomes new proposals, such as those from E3G, for how we can reduce demand for energy that improves energy security, reduces bills and helps deliver Net Zero.

As announced by my Rt. Hon. Friend Mr Chancellor of the Exchequer in the Spring Statement, the Government will legislate to expand the VAT relief for energy saving materials (ESMs).

Last October, the Government committed a further £3.9 billion to support the installation of energy efficiency and low carbon heating. This takes our investment to £6.6 billion this parliament. We also plan to consult shortly on proposals to improve in-home boiler performance and plan to implement the Future Homes Standard in 2025.

The COP26 Summit and the Glasgow Climate Pact demonstrated global agreement to accelerate action on climate change with over 90% of the world’s economy covered by net zero targets.

Domestically, the Government has achieved a lot on its road to net zero already. Since 1990 the UK has almost halved its greenhouse gas emissions. Between 1990 and 2019, the economy has grown by 78% and emissions have been cut by 44%, decarbonising faster than any other G7 country.

The Net Zero Strategy provides a policy framework that paves the way to meet the UK’s legislated Carbon Budgets and Nationally Determined Contribution, cutting emissions by at least 68% by 2030 on 1990 levels, and reaching net zero by 2050.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4336", "label" : {"_value" : "Biography information for Lord Callanan"} } , "answeringMemberPrinted" : {"_value" : "Lord Callanan"} , "dateOfAnswer" : {"_value" : "2022-04-04", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2022-04-04T16:56:50.973Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "201"} , "answeringDeptShortName" : {"_value" : "Business, Energy and Industrial Strategy"} , "answeringDeptSortName" : {"_value" : "Business, Energy and Industrial Strategy"} , "date" : {"_value" : "2022-03-21", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Fossil Fuels"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "To ask Her Majesty's Government what assessment they have made of whether their policies of (1) fracking, (2) reducing fuel duty, and (3) coal extraction, are compliant with their commitments at the COP26 conference.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/248", "label" : {"_value" : "Biography information for Lord Jones of Cheltenham"} } , "tablingMemberPrinted" : [{"_value" : "Lord Jones of Cheltenham"} ], "uin" : "HL7151"} , {"_about" : "http://data.parliament.uk/resources/1452724", "AnsweringBody" : [{"_value" : "Department for Business, Energy and Industrial Strategy"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1452724/answer", "answerText" : {"_value" : "

Annual data on the imports of diesel from Russia are published in the Digest of UK Energy Statistics (https://www.gov.uk/government/statistics/petroleum-chapter-3-digest-of-united-kingdom-energy-statistics-dukes). The Government has committed to expanding the Warm Home Discount spending envelope from the current £350 million to £475 million per year, rising with inflation. This means around 3 million households would receive rebates on their energy bills every winter, representing an increase of a third compared to the current scheme.

The Government consulted last summer on reforms to the scheme, which included a proposal to increase the rebate amount from the current £140 to £150. This increase balances providing meaningful support to as many households as possible while minimising the impact on consumers’ bills.

The Government has announced a new package of support to help households with their energy bills, including a £200 discount on household energy bills this autumn for domestic electricity customers in Great Britain; a £150 non-repayable rebate in Council Tax bills for all households in Council Tax Bands A-D in England; and an additional £144 million of discretionary funding for Local Authorities to support households not eligible for the Council Tax rebate.
