Sustainable biomass has an important role to play in our electricity mix as it can help balance demand on the grid by being dispatchable, balancing out intermittent renewables like solar and wind.<\/p>

We are committed to keeping energy costs as low as possible and subsidies for biomass are monitored through the Levy Control Framework. Biomass plants only receive subsidy for the electricity output which complies with our sustainability criteria<\/p>

We have consistently stated that we see the use of biomass conversions as a transitional technology. We have announced that support for coal to biomass conversions will end in 2027 and we will be consulting on making coal to biomass conversions ineligible for future allocation rounds of the Contract for Difference scheme in due course.<\/p>"}

Improving energy efficiency is the best long term solution to tackle fuel poverty. That\u2019s exactly what we are doing through the new Energy Company Obligation scheme which is now entirely focused on low income and vulnerable households.<\/p>
<\/p>
Since ECO launched it has delivered energy efficiency measured to nearly 2 million homes. In Coventry ECO has improved 14,565 homes, representing 10.4% of homes in the city, well above the average delivery rate of 7.2%.<\/p>
<\/p>
Additionally, from 1 April 2019 strengthened energy efficiency regulations came into force for the domestic private rented sector in England and Wales. These regulations require landlords of privately rented homes with an energy efficiency rating of EPC F or G to improve them to a minimum of EPC E before letting the property on a new tenancy, or by 1 April 2020, whichever comes soonest. Approximately 42% of households in privately rented F and G rated accommodation are in fuel poverty. Improving these homes from F or G to E will save households an average of £180 per year on their energy bills.<\/p>
<\/p>
In addition to energy efficiency there is a strong package of financial support. The Warm Home Discount provides a rebate of £140 off the winter energy bill for over 2 million low income and vulnerable households. All pensioner households receive a payment between £100 and £300 each winter through the Winter Fuel Payments. Additional payments of £25 are available for cold periods through the Cold Weather Payment. Also, the energy price cap protects 11 million households from poor value tariffs, saving them a total of £1billion, in addition to the 5 million households already protected.<\/p>"}

Under the conditions of their Petroleum Exploration and Development Licence, each licensee is responsible for wells drilled under their licence, including their safe plugging and abandonment. Before issuing licences, the Oil and Gas Authority considers the ability of operators to fulfil their responsibilities. In addition, as a matter of policy the Government will assess the financial status of companies wishing to carry out hydraulic fracturing operations, including their ability to fund decommissioning costs, before granting Hydraulic Fracturing Consent (HFC). Hydraulic Fracturing Consent will not be issued unless my rt. hon. Friend the Secretary of State is satisfied that it is appropriate to do so. The Secretary of State is entitled to refuse HFC and/or, in certain circumstances, can impose conditions to provide additional protections.<\/p>
<\/p>
The relevant regulators, including the Oil and Gas Authority, Environment Agency, and Health & Safety Executive, will not allow onshore operators to relinquish their licences and permits until they are satisfied that the terms of the relevant permits/licences have been met and that any assets have been safely plugged and abandoned.<\/p>
<\/p>
Planning permission conditions set by the relevant Minerals Planning Authority (MPA) generally include site restoration to return the land to its former state, as witnessed at Cuadrilla\u2019s former Preese Hall site in Lancashire; the first hydraulically fractured well in the UK. In this case the well has been fully decommissioned in accordance with legislation. MPAs may also take financial security to cover decommissioning costs should they consider it necessary.<\/p>
<\/p>
If, despite the precautionary measures set out above, the operator was to become insolvent, the liability may fall to other appropriate parties, which may include other licensees or landowners.<\/p>"}

The Committee on Climate Change (CCC) has considered whether shale gas production at a significant scale can be compatible with the UK\u2019s carbon budgets. The CCC concluded that it can be compatible if certain conditions are met, which have been set out as three \u201ctests"[1]. We believe that our robust regulatory regime and determination to meet our carbon budgets means UK shale development is compatible with our goal to cut greenhouse gas emissions.<\/p>
<\/p>
The Climate Change Act 2008 sets a domestic target of reducing emissions by 80% by 2050 (based on 1990 levels). In October 2018, following publication of the IPCC\u2019s 1.5°C Special Report, we commissioned the CCC\u2019s advice on the implications of the Paris Agreement for the UK\u2019s long-term emissions reduction targets. We expect this to be published on the 2nd<\/sup> of May.<\/p> <\/p>
