The Government recognises the valuable role that community and locally owned renewable energy projects can play in reaching our net zero targets. Community energy groups can act as catalysts for raising awareness and promoting behaviour change, both of which are vital if we are to achieve our 2050 goals.<\/p>

BEIS is funding the Rural Community Energy Fund (RCEF) a £10 million programme, delivered through the 5 Local Energy Hubs in England in the North East (Yorkshire & Humber), the North West, the Midlands, Greater South East, and the South West.<\/p>

This scheme supports rural communities in England to develop renewable energy projects, explicitly to provide economic and social benefits back to the community. Renewable deployment has been a huge success in the UK and renewable generation has more than quadrupled since 2010, totalling 37% of electricity generation in 2019 (source: Digest of UK Energy Statistics 2020). Our continued support has seen the cost of renewable technologies fall \u2013 the cost of offshore wind, for example, has fallen by more than two thirds since 2015.<\/p>

<\/p>

The Government has committed up to £557 million for future Contracts for Difference auctions, with the next allocation round due to take place later this year. We continue to evolve the Contracts for Difference scheme and have recently engaged with industry through a call for evidence, looking at how to balance enabling deployment with minimising system costs and, therefore, costs to consumers. This will be used to inform the design of future allocation rounds.<\/p>

<\/p>

The costs incurred by renewable energy projects when connecting to the grid are a matter for Ofgem, as the independent regulator. Subsidies for generating electricity from wind and solar PV are paid under three low carbon electricity schemes: the Renewables Obligation (RO), the Feed-in Tariffs (FIT), and Contracts for Difference (CfD) schemes. Capacity caps can drive competitive auctions and deliver value for money for consumers. In the absence of a capacity cap or similar constraint, competitors in Contract for Difference auctions would have no incentive to bid below the wholesale price of electricity. A capacity cap was first deployed in the third Contract for Difference auction in 2019, which secured nearly twice the capacity of the previous auction with a 30% reduction in clearing prices. Ofgem\u2019s Targeted Charging Review is seeking to ensure all parties connected to the electricity network make a fair contribution to the fixed network costs. As was outlined in the \u2018After the Trilemma\u2019 speech of 15 November 2018, it is important that we develop an energy system that discourages free riding and ensures a fair distribution of costs.<\/p>

Network charging is a matter for Ofgem as the independent regulator, and decisions on its Targeted Charging Review are for it to make. However, Government is working to understand the policy implications of Ofgem\u2019s review proposals across a broad range of interests, including renewable energy. Eligible energy intensive businesses in the UK receive relief from up to 85% of the indirect costs of support for renewable electricity deployment through the Contracts for Difference, Renewables Obligation and small-scale Feed-in Tariff schemes. State aid rules set out that any additional relief above 85% must be limited to an amount that is determined by the business\u2019s Gross Value Added (GVA). A decision to provide additional relief would therefore lead to companies producing the same product receiving different percentage levels of relief depending on their GVA. The Coalition Government consulted on providing additional relief from the indirect costs of renewable electricity as allowed under the state aid rules, but concluded that to do so could distort competition in the UK market. The Government keeps this assessment under review.<\/p>

Relief from renewable electricity costs is part of a wider package of measures to reduce the cumulative impact of energy and climate change policies on industrial electricity prices for key energy intensive industries.
