The Warm Home Discount is a key policy in the Government\u2019s strategy to tackling fuel poverty. The Government consulted<\/a> on reforming the Warm Home Discount scheme to better target fuel poverty and to provide the rebates automatically to households, as announced in the Energy White Paper. The Government\u2019s response to the consultation will be published in the coming weeks.<\/p>

The reforms include focusing support on households on the lowest incomes who are struggling to heat their homes. Eligibility would therefore be linked to receipt of a qualifying means-tested benefit and having high energy costs. On 31 March 2021, the UK Government implemented its new, world leading policy to no longer provide new direct financial or promotional support for the fossil fuel energy sector overseas. Part 1 of the Civil Contingencies Act (CCA) 2004 defines the roles and responsibilities for those organisations (including Local Authorities) that would be involved in emergency preparation and response at the local level. It is the responsibility of Local Authorities to put in place emergency preparedness and response plans for different emergency types within its jurisdiction. These plans should be proportionate and commensurate to the consequences and to the likelihood of the risk occurring. In addition, Regulation 22 of the Radiation (Emergency Preparedness and Public Information) Regulations 2019 (REPPIR19) places a duty on all Local Authorities to have arrangements to provide information about any kind of emergency involving ionising radiation and is not limited to emergencies occurring on nuclear or radiological premises. As part of their emergency arrangements, Local Authorities would convene a Strategic Coordinating Group (SCG) which would take overall responsibility for the multi-agency management of the emergency.<\/p>

As set out in the Written Ministerial Statement of 25 January 2018 [HCWS428<\/a>] the Government considers that the financial resilience of a company wishing to hydraulically fracture is a relevant consideration. As a matter of policy, we will therefore look at issues relevant to the financial resilience of all companies wishing to carry out hydraulic fracturing operations alongside their application for Hydraulic Fracturing Consent.
