Gender-based violence (GBV) continues to be a constant threat in refugee camps, especially to women and girls. The scale of GBV in the Rohingya camps is too high, though still not fully known. As GBV is generally underreported due to stigma and fear, the recorded cases are likely to represent only a small fraction of the overall number. However, an information management system is ensuring vital data is collected and analysed from recorded cases.<\/p>

We agree with the International Rescue Committee that we need to expand GBV programming to address unmet needs, including prevention activities; and that these needs are likely to be exacerbated by COVID-19. The UK is the second largest donor to the Rohingya response, contributing £256 million to-date, and we play a leadership role in ensuring anti-GBV efforts are prioritised.<\/p>

DFID has continuously supported efforts to reduce GBV in Rohingya camps and also in host communities. UK aid-supported GBV activities are being implemented across 34 camps, in 35 women friendly spaces/integrated women centres, and have helped more than 12,000 individuals receive GBV case management support since 2017.<\/p>

The UK has provided £11 million to support COVID-19 preparedness and response efforts in the Rohingya camps and surrounding host communities. Part of this funding is focused on ensuring critical gender-based violence and child protection services keep operating for all those who need them. Good communications are critical for all aspects of the COVID-19 preparedness and response in the camps. Human rights organisations are working to provide legal guidance, monitor and advocate for the safety and wellbeing of refugees in line with international standards, and support the efforts of the protection sector overall, particularly to respond to violence against women and girls.<\/p>

The internet and access restrictions limit the ability of agencies to share information with the refugees and with each other; and of the Rohingya to communicate among themselves. However, despite the decreased presence of humanitarian personnel in the camps, and internet and sim card restrictions, Rohingya are still able to communicate on a limited scale with human rights organisations. Protection services are among the critical services continuing in the camps and information sharing structures between organisations are functional. We continue to emphasise the importance of telecommunication access in the Cox\u2019s Bazar refugee camps in our senior meetings with the Government of Bangladesh. DFID is working closely with our partners to ensure the effective delivery of humanitarian assistance. As the second largest donor to the Rohingya crisis in Bangladesh, with £256 million provided since August 2017, the UK is committed to protecting the Rohingya community, among the world\u2019s most vulnerable people. We ensure consistent, in-depth monitoring, including regular field visits, though these are now restricted due to the COVID-19 crisis. We are also actively involved in UN and development partner coordination processes to identify and address issues which are affecting the effectiveness of the response. This includes active engagement with the Government of Bangladesh Inter-sector Coordination Group and individual sectors of the response working on, for example, shelter, nutrition, and reproductive health services.<\/p>

We work closely with the UN Office for Project Services to maintain oversight of our support on the ground. A June 2019 study by the Overseas Development Institute found that refugees felt that their lives would first and foremost be improved through education, then better living conditions, then the ability to support themselves. The study also describes the Rohingya people\u2019s immediate concerns affecting their quality of life, including shelter conditions, lack of firewood or stoves, issues with healthcare, water, sanitation and hygiene and protection support, inadequate food and insufficient supplies.<\/p>

The UK has committed £256 million in funding since August 2017 to improve many aspects of daily life including food security, nutrition, shelter, health, and education. The UK engages regularly with the Government of Bangladesh to discuss the need to improve refugees\u2019 access to education, skills and livelihoods. While progress has been made, life within the camps remains challenging for the Rohingya and the uncertainty about their future is a difficult burden to bear. We are aware of the difficulties facing the host communities in Cox\u2019s Bazar district, Bangladesh. Our latest £117 million funding includes over £20 million of new support to the thousands of already vulnerable Bangladeshi families, who now have nearly one million refugees living in their district.<\/p>

This funding will allow over 10,000 individuals of the host community to access livelihood opportunities; over 50,000 people will have improved access to safe water. Around 6,000 host community children and adolescents will access improved quality education and vocational training. Host community members will also benefit from a range of health services, including gender-based violence and sexual rights and health services. The UK government is committed to improving the situation of Rohingya refugees in Bangladesh, so that they can lead more fulfilling and meaningful lives, both now and in the future. We have provided £129m in funding since August 2017 to all essential sectors: food security and nutrition, shelter, health, protection, water, hygiene promotion and sanitation.<\/p>

It has also included support to education. This has primarily been as part of our contribution to UNICEF, which has so far totalled £13.43m; and indirectly through our contributions to Education Cannot Wait and the Global Partnership for Education. Together these have provided funding of $26m of which the UK has contributed nearly £3m. Education will remain a priority for future UK funding.<\/p>

The Development Secretary discussed the Rohingya crisis with the Bangladesh Government in Dhaka in February, including the need to improve refugees\u2019 access to education, skills and livelihoods. The FCO Minister for Asia and the Pacific held similar discussions with the Government during his visit in April. The UK government is committed to supporting the Government of Bangladesh\u2019s generosity in hosting the Rohingya refugees. Although the aim is the voluntary return of the refugees to Myanmar, the current conditions and continued conflict in Rakhine State preclude this.<\/p>

As the crisis moves into a protracted phase, we will remain a leading donor to the humanitarian operation and increase our support to the development needs of affected communities in Cox\u2019s Bazar. This requires working with the UN, World Bank and others to help the Government develop and finance medium-term plans for the district. It also requires continuous consultation with the refugees to make sure that their needs and aspirations are, as far as possible, met. We are in regular dialogue with the Government of Bangladesh, and international and local partners on how to improve the opportunities for Rohingya refugees to lead more fulfilling and meaningful lives, now and in the future. Education and livelihoods are an important part of this. The International Development Secretary discussed the Rohingya crisis with the Bangladesh Government in Dhaka in February, including the need to improve refugees\u2019 access to education, skills and livelihoods. The Minister for Asia and the Pacific held similar discussions with the Government during his visit in April.<\/p>

We are funding UNICEF, both directly and through Education Cannot Wait, to increase the learning opportunities for refugee children and adolescents.
