The Department is considering future research in this area and how improvements to the data collected can be made. The Department funds and commissions research through the National Institute for Health and Care Research (NIHR). The NIHR welcomes funding applications for research into any aspect of human health, including the effect of alcohol on pregnant women and unborn babies. These applications are subject to peer review and judged in open competition, with awards being made on the basis of the importance of the topic to patients and health and care services, value for money and scientific quality. The NIHR is currently funding research to improve support for midwifes to discuss harms of alcohol consumption during pregnancy.<\/p>

The United Kingdom Chief Medical Officers\u2019 (CMOs) low risk drinking guidelines provide advice to women not to drink alcohol if they are planning for a pregnancy or are pregnant. The Office for Health Improvement and Disparities, NHS England and local commissioners continue to raise awareness and education on the dangers of drinking alcohol while pregnant and through midwives and health visitors. The Maternity Transformation Programme works with the Royal Colleges and regulatory bodies to raise the profile of the CMOs\u2019 guidelines and recommend it is included in training. NHS England has supported the development of a Level 3 Certificate in Social Prescribing, which is currently being piloted with a group of link workers across the North of England. The Government Mandate to NHS England requires clinical commissioning groups (CCGs) to ensure that the health commitments of the Armed Forces Covenant are met. Members of the Armed Forces community (including veterans) should enjoy the same standard of, and access to, healthcare as that received by any other citizen in the area they live.<\/p>

The Covenant guidance provided by NHS England states that Armed Forces veterans should receive priority access to NHS secondary care for any conditions which are related to their service, subject to the clinical needs of all patients.<\/p>

For veterans as with the general public local CCG Independent Funding Request (IFR) policies and processes will apply. In England local CCGs each have their own commissioning policies that are compliant with both the NHS Mandate and Armed Forces Covenant. When an individual is considered clinically exceptional in the treatment they are seeking, the treating clinician can seek to take the request through the CCGs IFR panel for an exception to their local policy.<\/p>
