Local National Health Service trusts and commissioners have responsibility for ensuring high-quality, safe and financially sustainable services, and are expected to consider a basket of measures to assess whether nursing staffing levels for their organisation are appropriate.<\/p>

<\/p>

At a national level, in July 2016, the National Quality Board issued updated staffing guidance, \u2018Supporting NHS providers to deliver the right staff, with the right skills, in the right place at the right time, to support local decision making\u2019, which advises NHS trusts to consider safe staffing levels in the context of this basket of measures.<\/p>

<\/p>

NHS Improvement collects monthly data returns on staffing levels, vacancy, fill rates, agency data and also quality metrics such as patient safety thermometer and safety incidents. This data is reviewed monthly by regional NHS Improvement teams to support NHS objectives. There are triggers and criteria in the data sets that flag NHS trusts which have staffing and safety issues and these are placed on higher surveillance, with regular input via NHS Improvement teams, to ensure safety and quality.<\/p>

NHS England are responsible for the Staff Friends and Family Test (FFT) and are unable to provide a breakdown of the annual cost of administering this test. The Staff FFT is administered from the same budget and by the same staff who work on the patient-facing FFT. The Staff FFT accounts for the smaller element of these costs.<\/p>

<\/p>

In terms of the non-central costs of the FFT process, this is in the hands of local providers and they are responsible for promoting the FFT tool and its outcomes, but the costs are normally minimal. NHS England does not collect this information.<\/p>

During peak activity around the FFT rollout to services in 2014/15, the budget was a little over £5 million. The central spend allocation has been reducing annually to reflect the reduction in work as the FFT becomes \u201cbusiness as usual\u201d across NHS services. The Department has mandated local authorities to commission comprehensive open access sexual health services, including free sexually transmitted infection testing and treatment, notification of sexual partners of infected persons and free provision of contraception. We are investing more than £16 billion in the provision of local authority public health services, including sexual health services, during the current spending period.<\/p>

In August 2017, Public Health England (PHE) published a report, \u2018Sexual Health, Reproductive Health and HIV: A Review of Commissioning\u2019, which identifies the commissioning challenges faced by commissioners and providers, and sets out an action plan that aims to reduce fragmentation of commissioning and resolve contracting systems barriers. As part of the action plan, PHE will take forward a range of activities aimed at strengthening commissioning. These activities include providing evidence and data to commissioners to support commissioning and the monitoring of outcomes, and building capacity and capability in sexual and reproductive health commissioning. We launched \u2018Childhood Obesity: A Plan for Action\u2019 in August 2016. Our world-leading plan focuses on actions that are likely to have the biggest impact on reducing obesity in children and young people. Key measures in the plan include the soft drinks industry levy, the sugar reduction and wider reformulation programme, and helping children to enjoy an hour of physical activity every day.<\/p>

Current advertising restrictions in the United Kingdom on high fat, salt or sugar (HFSS) products are among the toughest in the world. Strict new rules came into effect in July 2017 banning the advertising of HFSS food or drink products in children\u2019s media. These restrictions apply across all non-broadcast media including in print, cinema, online and in social media.<\/p>

In August 2017 we announced £5 million investment in a policy research unit on childhood obesity to provide a robust evidence, evaluation and research capability including looking at the impact of marketing on childhood obesity. We will use this, alongside other reports and data published on progress in delivering our world-leading childhood obesity plan, to determine whether sufficient progress has been made and whether alternative levers need to be considered.<\/p>
