The Department has received no formal requests for funding from the group Action on Smoking and Health (ASH) for the next financial year.

Grants made under Section 64 of the Health Services and Public Health Act 1968 can be made in a number of ways. For the activities delivered by the current grant, awarded to ASH, it was assessed that the non-competed tender route was most appropriate.

Any future applications for funding under the Section 64 grant system will be reviewed by the Department in accordance with the Cabinet Office Minimum Standards which came into force in December 2016.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4019", "label" : {"_value" : "Biography information for Baroness Blackwood of North Oxford"} } , "answeringMemberConstituency" : {"_value" : "Oxford West and Abingdon"} , "answeringMemberPrinted" : {"_value" : "Nicola Blackwood"} , "dateOfAnswer" : {"_value" : "2017-03-23", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2017-03-23T09:54:20.76Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "17"} , "answeringDeptShortName" : {"_value" : "Health"} , "answeringDeptSortName" : {"_value" : "Health"} , "date" : {"_value" : "2017-03-20", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Action on Smoking and Health"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Health, whether his Department has received a request for funding from the group Action on Smoking and Health in respect of the next financial year; and if he will ensure that all grants awarded for such work are assessed on a competitive basis.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/1447", "label" : {"_value" : "Biography information for Andrew Rosindell"} } , "tablingMemberConstituency" : {"_value" : "Romford"} , "tablingMemberPrinted" : [{"_value" : "Andrew Rosindell"} ], "uin" : "68614"} , {"_about" : "http://data.parliament.uk/resources/712468", "AnsweringBody" : [{"_value" : "Department of Health"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/712468/answer", "answerText" : {"_value" : "
Clinical commissioning groups (CCGs) are primarily responsible for commissioning diabetes services to meet the requirements of their populations. In doing so, CCGs need to ensure that the services they provide are fit for purpose, reflect the needs of the local population, and are based on the available evidence, taking into account national guidelines. This should include consideration of access to continuous glucose monitoring for people with type 1 diabetes who might benefit from it.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4019", "label" : {"_value" : "Biography information for Baroness Blackwood of North Oxford"} } , "answeringMemberConstituency" : {"_value" : "Oxford West and Abingdon"} , "answeringMemberPrinted" : {"_value" : "Nicola Blackwood"} , "dateOfAnswer" : {"_value" : "2017-03-23", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2017-03-23T09:48:15.56Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "17"} , "answeringDeptShortName" : {"_value" : "Health"} , "answeringDeptSortName" : {"_value" : "Health"} , "date" : {"_value" : "2017-03-20", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Diabetes: Medical Equipment"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Health, if he will make it his policy to make continuous glucose monitors available on the NHS.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/1581", "label" : {"_value" : "Biography information for Mr Peter Bone"} } , "tablingMemberConstituency" : {"_value" : "Wellingborough"} , "tablingMemberPrinted" : [{"_value" : "Mr Peter Bone"} ], "uin" : "68467"} , {"_about" : "http://data.parliament.uk/resources/712104", "AnsweringBody" : [{"_value" : "Department of Health"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/712104/answer", "answerText" : {"_value" : "
The Department does not hold information on standardised spend per capita.

NHS England issue health resources via specific funding formulas which include weightings for age. Full details are available on their website.

A weighted capitation formula is used by NHS England to set target shares of the national health budget for clinical commissioning groups (CCGs). The weighted capitation formula assesses the relative need per head for health care services across the country adjusted for differences in unavoidable costs. The following link gives full details of the methodology from 2016-17.
