The Public Health Outcomes Framework launched in 2012 includes an indicator on preventable sight loss which tracks sight loss due to the three main causes: age related macular degeneration, diabetic retinopathy and glaucoma. Data has been published for 2010-11, 2011-12 and 2012-13 and the number of people aged 12 years and above who lost their eye sight from diabetes is shown in the following table.<\/p>

Average national waiting times in each of the years 2011, 2012 and 2013 will not be published as information on waiting times for Child and Adolescent Mental Health Services is not collected centrally. There is anecdotal evidence of increasing waiting times in some areas. We do not know whether or not this is due to an increase in referrals or in the prevalence of mental health conditions but will be seeking further information by commissioning a survey into the prevalence of mental illness in children and young people.<\/p>

The Government is working to improve perinatal mental health services, collaborating closely with partner organisations including NHS England, Health Education England and the Institute of Health Visiting.<\/p>

Health Education England is working with partners to ensure that pre and post registration training in perinatal mental health is available to enable specialist staff to be available to every birthing unit by 2017.<\/p>

The Department has funded the Institute of Health Visitors to train a network of 375 perinatal mental health visitor champions. This training initiative addresses the requirements that are necessary for health visitors to manage anxiety, mild to moderate depression and other perinatal mental disorders and to understand the impact of these disorders on the child, the family and society, and to know when to refer on.<\/p>

NHS England will, through its Maternity and Children Strategic Clinical Networks support the continued development of maternity and perinatal mental health networks to drive improvements to access, quality of care and inter-service communication that enhances the experience of women and families generally, and more specifically for the large numbers of women who are at risk of poor mental health during pregnancy and following childbirth.<\/p>

In January 2009, the National Institute for Health and Care Excellence (NICE) issued supplementary advice to its appraisal committees on appraising treatments which may be life-extending for patients, with short life expectancy, and which are licensed for indications affecting small numbers of patients with incurable illnesses.<\/p>

This sets out the following three criteria that must all be satisfied for this supplementary advice to be applied:<\/p>

<\/p>

- the treatment is indicated for patients with a short life expectancy, normally less than 24 months;<\/p>

<\/p>

- there is sufficient evidence to indicate that the treatment offers an extension to life, normally of at least an additional three months, compared to current NHS treatment; and<\/p>

<\/p>

- the treatment is licensed or otherwise indicated, for small patient populations.<\/p>

These criteria were developed following public consultation and set out the circumstances when NICE considers it is appropriate for its appraisal committees to apply greater flexibility in their appraisal of these treatments.<\/p>

The Department\u2019s National Institute for Health Research (NIHR) funds 11 biomedical research centres that conduct translational research to transform scientific breakthroughs into benefits for patients. These centres are formed through partnerships between England\u2019s leading National Health Service organisations and universities.<\/p>

The National Health Service locally should ensure that appropriate facilities and services are in place to support bereaved parents following the death of a baby. In line with the Nursing and Midwifery Council\u2019s Standards of proficiency for pre-registration midwifery education, all midwives should be proficient in providing care for women who have suffered pregnancy loss, stillbirth or neonatal death. Health Education England has agreed to work with partners to ensure that pre and post registration training in perinatal mental health is available to enable specialist staff to be available to every birthing unit by 2017.<\/p>

To assist NHS commissioners and providers, the Royal College of Obstetricians and Gynaecologists\u2019 Standards for Gynaecology and Standards for Maternity sets out clear standards for the level of care provided to help women and their partners experiencing pregnancy loss, including the availability of skilled staff to support parents following a stillbirth or miscarriage. A number of trusts now employ specialist bereavement midwives to provide this support.<\/p>

To further assist NHS maternity services, NHS Improving Quality published \u2018A review of support available for loss in early and late pregnancy\u2019 in February 2014, which highlights areas of good practice and additional sources of support, such as the stillbirth and neonatal death charity, Sands.<\/p>

Local NHS maternity care providers are responsible for ensuring parents receive appropriate information on bereavement support and services following the death of a baby.
