The UK is firmly committed to ending the recruitment and use of child soldiers and to protecting all children affected by armed conflict. As a permanent member of the UN Security Council (UNSC), we are using our membership to ensure that conflict-related child protection issues remain a key part of the Council discussions and to ensure that UN operations retain the necessary capacity to address all child protection issues, including the continued use of child soldiers in conflict zones.<\/p>

For example, to mark the International Day against the Use of Child Soldiers (Red Hand Day) the UK took part in a UNSC Arria meeting on protecting children in shrinking humanitarian spaces. The UK called for better integration of the Children and Armed Conflict (CAAC) portfolio into UNSC country specific discussions and for all states to sign up to the key international commitments pertaining to ending the recruitment and use of children in conflict; the Paris Principles and Commitments; the Vancouver Principles; and the Optional Protocol on children in armed conflict. The UK also highlighted the importance of mainstreaming child protection in peacekeeping missions.<\/p>

We will be participating in the annual CAAC debate in August and will continue to use our position on the UNSC to engage with the international community and advocate greater protection for children in armed conflict against all grave violations, including recruitment and use. As the Foreign and Commonwealth Minister of State responsible fpr Children and Armed Conflict, Lord Ahmad of Wimbledon champions this agenda and is committed to raising it's profile and driving progress across Government and internationally.<\/p>

Background<\/strong><\/p>

The UK is an active member of the United Nations Working Group on Children and Armed Conflict (CAAC), which leads the international response to the issue of child soldiers and child protection. This includes pressing those parties to conflict, listed in the UN Secretary-General's annual report on CAAC, to enter into concrete action plans with the UN to verify and release any child soldiers associated with armed groups and forces and to prevent re-recruitment. The UK is the largest single financial contributor to the office of the UN Special Representative of the Secretary General (SRSG) for CAAC, contributing £800,000 in the last five years, and a member of the 'Global Coalition for Reintegration', a forum to generate new ideas for supporting reintegration programmes for children formerly associated with armed groups.<\/p>

Under the 'One Country, Two Systems' model, the proposed amendments to Hong Kong's extradition legislation are a matter for the Hong Kong Special Administrative Region Government. However, the Chinese government is on record as supporting the extradition proposals.<\/p>

The UK regularly raises Hong Kong at all levels with China. The Prime Minister and Chancellor of the Exchequer both raised the situation there, and the importance of upholding the Joint Declaration, with Chinese Vice Premier Hu during the UK-China Economic and Financial Dialogue in London on 16 and 17 June.<\/p>

The UK commends Malta for the swift action of its armed forces to the recent hijacking of ElHiblu 1 and for allowing the 108 rescued migrants to disembark. The Foreign Secretary regularly speaks to his counterparts in the United States about how to secure a diplomatic solution to the threat posed by North Korea\u2019s illegal nuclear and ballistic missile programmes, most recently to Secretary of State Pompeo on 5 March.<\/p>

We had hoped the talks between President Trump and Kim Jong-Un in Hanoi, Vietnam, 27-28 February, would prove a basis for progress. However, it was clear that there is more work to do espeically on the issue of denuclearisation. We welcome the US commitment to continue negotiations and continue to urge North Korea to engage in this process. We shall maintain the strict enforcement of all sanctions until North Korea takes concrete steps towards its complete, verifiable and irreversible denuclearisation.<\/p>

The UK is deeply concerned about rising tensions between India and Pakistan. The UK has been, and continues to be, in close contact at senior levels in both countries.<\/p>

The Prime Minister spoke to Pakistan Prime Minister Imran Khan on 3 March to welcome his commitment to reducing tensions with India, and to emphasise the importance of Pakistan taking action against all terrorist groups in support of global efforts to combat terrorism. During a visit to India on 1 March, I met Indian Foreign Secretary Gokhale to express the UK's concern at current tensions and to encourage a peaceful diplomatic solution. On Wednesday 27 February, I spoke to both the Indian and Pakistan High Commissioners on these issues. On Monday 25 February, the Foreign Secretary spoke to his Indian and Pakistani counterparts, Sushma Swaraj and Shah Mahmood Qureshi respectively, to discuss the situation. He spoke to Shah Mahmood Qureshi again on Thursday 28 February.<\/p>

We welcome the fact that both countries have said they do not want to escalate tensions. The British High Commission in New Delhi, our network of Deputy High Commissions, and FCO officials in London maintain a continuous assessment of the situation across India, including Christian persecution. Our officials regularly meet with Christian minority representatives. Most recently the British High Commission highlighted the importance of Christian persecution to the UK Government with India\u2019s Ministry of External Affairs on 24 January 2019.<\/p>
