The Prime Minister, my right hon. Friend the Member for Witney (Mr Cameron) discussed religious tolerance in India with Prime Minister Modi on 12 November 2015. Mr Modi reassured the British Government that he remained committed to diversity and fundamental freedoms. Mr Modi was clear in his commitment to and respect for India’s core values of tolerance and fundamental rights, as well as reaffirming the importance of social harmony and inclusive development. Mr Modi met a delegation of Sikh leaders during his visit to the UK in November 2015 and discussed a range of issues effecting the Sikh community in India. His visit, including his address at Wembley, highlighted the contribution that Sikh and other religious minority communities make to India, and to UK-India relations. I also discussed religious tolerance with the Indian Minister of State for External Affairs VK Singh on 5 November.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/1408", "label" : {"_value" : "Biography information for Lord Swire"} } , "answeringMemberConstituency" : {"_value" : "East Devon"} , "answeringMemberPrinted" : {"_value" : "Mr Hugo Swire"} , "dateOfAnswer" : {"_value" : "2016-02-16", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2016-02-16T16:36:18.427Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "16"} , "answeringDeptShortName" : {"_value" : "Foreign and Commonwealth Office"} , "answeringDeptSortName" : {"_value" : "Foreign and Commonwealth Office"} , "date" : {"_value" : "2016-02-09", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "India: Sikhs"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Foreign and Commonwealth Affairs, what recent discussions he has had with his Indian counterpart on the treatment of Sikhs campaigning for human rights in that country; and if he will make a statement.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/415", "label" : {"_value" : "Biography information for Fabian Hamilton"} } , "tablingMemberConstituency" : {"_value" : "Leeds North East"} , "tablingMemberPrinted" : [{"_value" : "Fabian Hamilton"} ], "uin" : "26563"} , {"_about" : "http://data.parliament.uk/resources/451604", "AnsweringBody" : [{"_value" : "Foreign and Commonwealth Office"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/451604/answer", "answerText" : {"_value" : "
The Decision of the Heads of State or Government, meeting within the European Council, concerning a new settlement for the United Kingdom within the European Union, section C, paragraph 1, recognises that the United Kingdom is “not committed to further political integration into the European Union”. This will be incorporated into the Treaties at the time of their next revision “so as to make it clear that the references to ever closer union do not apply to the United Kingdom”.

In addition, the Decision states that “the references in the Treaties and their preambles to the process of creating an ever closer union among the peoples of Europe do not offer a legal basis for extending the scope of any provision of the Treaties or of EU secondary legislation. They should not be used either to support an extensive interpretation of the competences of the Union or of the powers of its institutions as set out in the Treaties. . . The Treaties allow an evolution towards a deeper degree of integration among the Member States that share such a vision of their common future, without this applying to other Member States.”

More widely, the European Union Act 2011 ensures that if a change to the EU Treaties is proposed that would transfer a power from the UK to the EU, the consent of the British people in a referendum would be required before such a transfer could be agreed.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/15", "label" : {"_value" : "Biography information for Sir David Lidington"} } , "answeringMemberConstituency" : {"_value" : "Aylesbury"} , "answeringMemberPrinted" : {"_value" : "Mr David Lidington"} , "dateOfAnswer" : {"_value" : "2016-03-07", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2016-03-07T15:42:31.367Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "16"} , "answeringDeptShortName" : {"_value" : "Foreign and Commonwealth Office"} , "answeringDeptSortName" : {"_value" : "Foreign and Commonwealth Office"} , "date" : {"_value" : "2016-02-09", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "UK Membership of EU"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Foreign and Commonwealth Affairs, with reference to the statement in the letter by the President of European Council on his proposal for a new settlement for the UK within the EU that the UK is not committed to further political integration, what mechanisms are included in that proposed agreement to prevent the UK being so committed without its consent.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/1447", "label" : {"_value" : "Biography information for Andrew Rosindell"} } , "tablingMemberConstituency" : {"_value" : "Romford"} , "tablingMemberPrinted" : [{"_value" : "Andrew Rosindell"} ], "uin" : "26435"} , {"_about" : "http://data.parliament.uk/resources/451008", "AnsweringBody" : [{"_value" : "Foreign and Commonwealth Office"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/451008/answer", "answerText" : {"_value" : "

The Department for International Development (DfID) provided £349 million in support of Palestinian development from 2011-15 and will provide a further £72 million in 2015-16, of which up to £25.5 million will be provided to the Palestinian Authority. This year, UK aid will support 36,000 children in primary education and support 270 enterprises to improve their annual sales or productivity.
