We do not assess that the protests outside the Ukrainian Parliament on 14 October had any effect on the Ukrainian government\u2019s stability. On 16 September the Ukraine Parliament (Rada) ratified the EU-Ukraine Association Agreement, demonstrating Ukraine\u2019s commitment to closer integration with the European Union. The European Parliament gave its consent to the Agreement in parallel. The Rada also voted in favour of Ukraine submitting an application for EU membership.<\/p>
On 25 September, President Poroshenko announced that Ukraine would submit a bid for membership of the EU in 2020.<\/p>
We have consistently made clear our position that any European country that meets the criteria should be able to apply for EU membership; this includes Ukraine, if that is what the people of Ukraine want. Countries must meet all the rigorous conditions of membership in full before joining the EU. UN Security Council Resolution 2166 condemned the downing of Malaysian Airlines flight MH17 in the strongest possible terms and called for a full, thorough and independent international investigation. We continue to work closely with the Dutch Public Prosecutor\u2019s Office (OM), which is leading the investigation.<\/p>
As my Rt Hon Friend the Prime Minister has made clear, the weight of evidence is pointing in one direction: MH17 was shot down by a missile fired by pro-Russian separatists. The Secretary of State for Foreign and Commonwealth Affairs, my right hon. Friend the Member for Runnymede and Weybridge (Mr Hammond) and other Ministers are in regular contact with international partners about the tragic crash of Malaysian Airlines flight MH17 in Ukraine.<\/p>
On 18 July the Prime Minister, my right hon. Friend the Member for Witney (Mr Cameron) spoke with President Obama about the MH17 incident. They discussed their respective assessments of the incident and agreed that an independent investigation was necessary. They agreed that all countries should engage to ensure that pro-Russian separatists granted investigators secure and unhindered access to the crash site and that those responsible must be held to account.<\/p>
The Prime Minister spoke again to President Obama on 28 July, in a joint call with Chancellor Merkel of Germany, President Hollande of France and Prime Minister Renzi of Italy. The discussion focussed on the international response to the MH17 disaster and Russia\u2019s ongoing efforts to destabilise Ukraine.<\/p>
The UK and US joined other G7 nations in a joint statement issued on 30 July which condemned the tragic downing of Malaysia Airlines Flight 17 and the deaths of 298 innocent civilians and demanded a prompt, full, unimpeded and transparent international investigation into the incident.<\/p>

The situation in eastern Ukraine is of grave concern. As the Prime Minister recently discussed with President Obama, Chancellor Merkel and President Hollande, Russia still needs to take steps towards de-escalation including support for a ceasefire; release of all hostages; and preventing the transit of weapons and fighters across the Russia-Ukraine border.<\/p>
The tragic incident involving Malaysian Airlines flight MH17 underlines the seriousness of the situation.
