This government is committed to making the UK a hostile place for illicit finance and economic crime. The Financial Action Task Force has found that the UK has one of the strongest systems in the world for combatting money laundering. However, as a global financial centre, we are determined to go further to crack down on dirty money and financial exploitation, to protect our security and prosperity.

We published a landmark public-private partnership Economic Crime Plan in 2019. The Plan outlines a comprehensive national response to economic crime, and sets out 52 actions being taken by both the public and private sectors to ensure the UK cannot be abused for economic crime.

A key part of going further is working with international partners to tackle cross-border illicit financial flows. In 2016, the UK became the first major economy in the world to implement a public register of company beneficial ownership – the People with Significant Control Register. In June 2021, the UK agreed, with G7 partners, on the importance of strengthening international standards on beneficial ownership, so we have the tools to prevent money laundering through corporate structures. The G7 agreed that beneficial ownership registries – like the UK’s pioneering People with Significant Control register – are a key part of this.

Regarding tax evasion, HMRC already has a great deal of information on individuals and companies that use offshore arrangements to hide money. Each year HMRC gathers tens of millions of items of data through intelligence-gathering, the acquisition of bulk data (including through international data exchange agreements), and through their own expert investigations. HMRC is looking closely at the information the ‎ICIJ has disclosed to see if it reveals anything new to their existing knowledge and investigations.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4051", "label" : {"_value" : "Biography information for John Glen"} } , "answeringMemberConstituency" : {"_value" : "Salisbury"} , "answeringMemberPrinted" : {"_value" : "John Glen"} , "dateOfAnswer" : {"_value" : "2021-10-25", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2021-10-25T14:02:23.723Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "14"} , "answeringDeptShortName" : {"_value" : "Treasury"} , "answeringDeptSortName" : {"_value" : "Treasury"} , "date" : {"_value" : "2021-10-19", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Offshore Funds: Disclosure of Information"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Chancellor of the Exchequer, what steps he is taking to tackle the recent leak of offshore data which exposed financial dealings of some of the most affluent in society.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4131", "label" : {"_value" : "Biography information for Jim Shannon"} } , "tablingMemberConstituency" : {"_value" : "Strangford"} , "tablingMemberPrinted" : [{"_value" : "Jim Shannon"} ], "uin" : "58865"} , {"_about" : "http://data.parliament.uk/resources/1361124", "AnsweringBody" : [{"_value" : "Treasury"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1361124/answer", "answerText" : {"_value" : "

Biofuels such as liquid fuel hydrotreated vegetable oil (HVO) may play a role in future off-gas-grid decarbonisation. However, further evidence is needed to consider the extent of this. The Department for Business, Energy and Industrial Strategy will publish a new Biomass Strategy in 2022, which will review the amount of sustainable biomass the UK will have access to, including liquid biofuels, and how this could be best used across the economy to achieve our net zero target.

The purpose of the Job Retention Bonus (JRB) was to encourage employers to keep people in work until the end of January 2021. This purpose was instead fulfilled by the extension of the Coronavirus Job Retention Scheme (CJRS) to March, April, and subsequently the end of September 2021.

That is why the Chancellor announced in November 2020 that the JRB was not going to be paid in February 2021. Instead, employers have had access to an extra eight months of support through the CJRS, which has been available to more employers and more employees than the JRB. Furthermore, the Government extended the cut-off date for which employers had to have submitted a Pay-As-You-Earn Real Time Information submission for employees from 20 March 2020 to 30 October 2020, and subsequently to 2 March 2021, to ensure that additional employees could be eligible for the CJRS.

As set out in the Plan for Jobs Progress Update, published on 13 September 2021, the economy now is in a stronger position than it was last autumn, and the labour market is in a stronger position too.

The latest data show that the Government’s Plan for Jobs is working across all parts of the UK, with just 1.3 million people on furlough on 31 August 2021, and online job vacancy levels 35 per cent above February 2020 levels. Furthermore, at the start of the crisis, it was feared that unemployment would reach twelve per cent or even higher. The figure is now less than half of that – meaning almost two million fewer people out of work than had been feared – while the headline unemployment rate of 4.6 per cent has now fallen for seven consecutive months. The ONS has also found that of all workers who had ever been furloughed, more than nine in ten were still in work in the three months to June 2021. This is a similar proportion as for workers who had never been furloughed, meaning that there was no statistically significant difference in employment rates between those furloughed and who had never been furloughed.

HM Treasury Ministers and officials regularly meet with other government departments and a range of stakeholders, which includes discussions around support for children.

The government has to date provided the NHS with over £32 billion to support its response to and recovery from COVID-19, which includes the provision of healthcare services to disabled children. This is part of the overall £97 billion support for health services since the start of the pandemic.

The government has also given over £6 billion in un-ringfenced funding directly to councils to support them with the immediate and longer-term impacts of COVID-19 spending pressures, including children’s services. At last year’s Spending Review, the government provided councils with access to over £1 billion of spending for social care through £300 million of new social care grant and the ability to introduce a 3% adult social care precept. This funding was additional to the £1 billion social care grant announced in 2019 which was maintained in line with the government's manifesto.
