The UK plays key role in multilateral action on aviation emissions, such as the Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA), and levies a tax on aviation, Air Passenger Duty (APD), one of very few countries to do so.<\/p>

Whilst APD is not primarily an environmental tax, it ensures that a sector responsible for approximately 7% of UK greenhouse gas emissions paid tax of £3.6 billion in 2018-19 on its activities. This is particularly important in the absence of any duty on commercial aviation fuel or VAT on airline tickets, in line with international convention.<\/p>

The government is committed to helping parents into work, and recognises that childcare costs can affect their decisions to take up work or increase their hours. That is why we are spending almost £6 billion in 2019-20 on childcare.<\/p>

Universal Credit claimants are able to claim up to 85% of their childcare costs, compared to 70% under the legacy benefit system. This can be claimed up to a month before starting a job, and is worth up to £13,000 a year for a family with two children. Where claimants face difficulty in paying their costs upfront, Jobcentres will use the Flexible Support Fund, which is a non-repayable award. The Government has fundamentally reformed regulation of the consumer credit market, transferring regulatory responsibility to the Financial Conduct Authority (FCA) on 1 April 2014. Although the Treasury sets the legal framework for the regulation of financial services, the FCA is an independent body. Therefore this is a matter for the FCA.<\/p>

Research and Development (R&D) tax reliefs, including the small or medium-sized enterprise (SME) scheme, support businesses to invest and are a core part of the government\u2019s support for innovation.<\/p>

Budget 2018 announced a cap on the payable tax credit element of the SME tax relief scheme of three times the company\u2019s total PAYE and NICs liability for that year, to help prevent identified fraud and abuse of the scheme. The Government works closely with the Financial Conduct Authority (FCA), the independent financial services regulator, to ensure that the market for pensions advice works well, competitively and fairly, especially as consumers now have a wider variety of choice, with the onset of pension freedoms.<\/p>

In 2017, the FCA published the results from its Assessing Suitability Review (ASR I) which looked at pension and investment advice delivered during 2015. The review showed that generally financial advice was suitable in 93.1% of cases, across a statistically representative sample of the entire market. The FCA are undertaking further work looking at the market for pensions transfer advice.<\/p>

In August 2015 HM Treasury and the FCA launched the Financial Advice Market Review (FAMR) and have since then implemented its recommendations to ensure the financial advice market works better for consumers. The government and FCA are conducting a review of FAMR throughout 2019.<\/p>

The government recognizes how important an issue childcare is to families with young children.
