We have worked closely with the travel sector throughout the pandemic to help find ways to enable people to travel safely, while protecting public health.

England had relaxed the rules on our international travel programme and established a simpler system that separates countries into a red list and rest of world. However, eleven African countries are now on the red list, and all international arrivals must take a PCR test on or before day 2 and self-isolate until receipt of a negative result. These are temporary and precautionary measures to slow the spread of the Omicron variant – and to help protect the fantastic progress we have made through our vaccination programme to date.

Across the world countries are taking similar measures to identify and isolate cases amongst travellers from countries where omicron appears to be circulating.

We will review these measures in three weeks, at which point we will have a much greater understanding of the impact on vaccine effectiveness.

Where applicable, travel businesses can continue to apply for the Additional Restrictions Grant (ARG) scheme through their local authority, which is open until March 2022. Throughout the pandemic, over £2 billion of discretionary business grant funding was provided to local authorities via the ARG to support businesses in their local area. Local authorities determine how much funding to provide to businesses and exactly which businesses to target.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4689", "label" : {"_value" : "Biography information for Lord Agnew of Oulton"} } , "answeringMemberPrinted" : {"_value" : "Lord Agnew of Oulton"} , "dateOfAnswer" : {"_value" : "2021-12-13", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2021-12-13T11:50:53.387Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "14"} , "answeringDeptShortName" : {"_value" : "Treasury"} , "answeringDeptSortName" : {"_value" : "Treasury"} , "date" : {"_value" : "2021-11-29", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Travel: Coronavirus"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "To ask Her Majesty's Government what plans they have to offer tailored support for travel businesses whose recovery will be affected by new COVID-19 restrictions.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/1796", "label" : {"_value" : "Biography information for Lord Taylor of Warwick"} } , "tablingMemberPrinted" : [{"_value" : "Lord Taylor of Warwick"} ], "uin" : "HL4513"} , {"_about" : "http://data.parliament.uk/resources/1336576", "AnsweringBody" : [{"_value" : "Treasury"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1336576/answer", "answerText" : {"_value" : "

The Government appreciates the significant disruption the pandemic has had on the travel and tourism sector and is very grateful for people’s patience as it works to protect the NHS and save lives.

Throughout the pandemic, the Government has sought to protect people’s jobs and livelihoods while also supporting businesses and public services across the UK. To do this, the Government has put in place an unprecedented economic package of support which will provide businesses and individuals with certainty over the coming months.

Measures announced at Spring Budget 2021 which businesses, including those in the travel industry may benefit from include extensions to the furlough scheme; extensions to the Self Employment Income Support Scheme (SEISS); extensions to the COVID-19 loan schemes; a business rates holiday; mortgage holidays; enhanced Time to Pay for taxes; and an extension to the reduced rate of VAT for businesses in the tourism and hospitality sectors.

The Government is also conscious of the fact that demand for travel is influenced by international travel restrictions. Government’s objective is to see a safe and sustainable return to international travel. That’s why we have worked with industry and international partners to set up a Traffic Light System to facilitate the return of international travel while managing variants of concern.

We have recently published details of countries that fall into which category of the Traffic Light System and confirmed that international travel can resume from 17 May 2021. Our priority remains to protect public health, which is why the ‘green’ list is currently very small. The Government recognises the challenging circumstances facing the travel sector as a result of Covid-19, and firms experiencing difficulties can draw upon the unprecedented package of measures announced by the Chancellor, including schemes to raise capital, flexibilities with tax bills and the extended furlough scheme.

As set out in the Covid-19 Impact Assessment last November, the Government cannot forecast with confidence the precise impact of specific changes to restrictions, including those on the travel sector, as this will depend on a broad range of factors which are, in many cases, difficult to estimate.

The Treasury does not prepare forecasts for the UK economy and public finances, these are the responsibility of the independent Office for Budget Responsibility (OBR). The OBR’s latest forecast (March 3) highlighted that

the economic impacts of the Covid-19 pandemic and the unprecedented fiscal support has caused significant but necessary increase in borrowing and debt.

Travel insurance is now widely available. It is likely that any policy bought or renewed, or trip booked, after the pandemic was officially declared will not cover cancellation due to COVID-19, including changes to FCDO travel advice, as it is a known risk. This is in contrast to policies sold before the outbreak of COVID-19, which typically covered changes in FCDO advice.

Following the implementation of further national restrictions to curb the spread of the virus, the Government has announced additional economic measures to provide financial support to employed and self-employed individuals, including those working in the travel industry.

The Government has extended the Coronavirus Job Retention Scheme until March 2021 which will provide employees with 80 per cent of their current salary for hours not worked, up to a maximum of £2,500 per month. The Government is providing broadly comparable support for the self-employed through the Self-Employment Income Support Scheme, with grants raised to 80 per cent of average trading profits, up to £7,500 for 3 months.

These schemes are part of a £200bn package of support offered to businesses, including billions of pounds worth of loans, grants and tax deferrals, which will help protect jobs throughout the UK and across all sectors through the winter.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/3991", "label" : {"_value" : "Biography information for Jesse Norman"} } , "answeringMemberConstituency" : {"_value" : "Hereford and South Herefordshire"} , "answeringMemberPrinted" : {"_value" : "Jesse Norman"} , "dateOfAnswer" : {"_value" : "2020-11-25", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2020-11-25T16:51:58.813Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "14"} , "answeringDeptShortName" : {"_value" : "Treasury"} , "answeringDeptSortName" : {"_value" : "Treasury"} , "date" : {"_value" : "2020-11-17", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Travel: Coronavirus"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Chancellor of the Exchequer, what steps he is taking to support (a) employed and (b) self-employed people in the travel industry during the November 2020 covid-19 lockdown.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/3942", "label" : {"_value" : "Biography information for John Stevenson"} } , "tablingMemberConstituency" : {"_value" : "Carlisle"} , "tablingMemberPrinted" : [{"_value" : "John Stevenson"} ], "uin" : "116453"} ], "itemsPerPage" : 10, "next" : "http://eldaddp.azurewebsites.net/answeredquestions.text?_page=1&answeringDeptId=14&min-answer.questionFirstAnswered.=2019-05-24T11%3A46%3A26.36Z&hansardHeading=Travel%3A+Coronavirus", "page" : 0, "startIndex" : 1, "totalResults" : 12, "type" : ["http://purl.org/linked-data/api/vocab#ListEndpoint", "http://purl.org/linked-data/api/vocab#Page"]} }
