The Government is committed to reducing plastic litter in the marine environment from all sources, including fishing, and this is being achieved through a variety of voluntary schemes and legislation. The Fisheries Bill and the 25 Year Environment Plan set out our clear commitment to sustainable fishing practices and protection of the marine environment.<\/p>

<\/p>

More specifically, under the MARPOL convention the discharge of garbage into the sea is forbidden. This includes cut-offs of rope and other plastic waste. Additionally, Council Regulation (EC) No. 1224/2009 requires masters of a fishing vessel to attempt to retrieve any gear that is lost as soon as possible. If they are unable to retrieve their lost gear they must notify the UK fisheries authorities. The legislation also helps with the tracing of lost fishing gear by placing a requirement on masters of a fishing vessel using passive gear or beam trawls to mark their fishing gear with the port letter and number of their vessel.<\/p>

<\/p>

The Resources and Waste Strategy for England will require producers to take responsibility for gear at the end of life stage, and schemes will be in place across Europe.<\/p>

The Department for Business, Energy and Industrial Strategy is the lead Government department for policy on climate change mitigation. Defra is responsible for efforts to reduce greenhouse gas emissions in the natural resources sectors, including agriculture, land use, forestry, waste management, and fluorinated gases. We have halved our emissions from these sectors since 1990 and they now account for 15% of total UK emissions. We recognise the need to go further and are taking forward a number of commitments set out in the 25 Year Environment Plan to reduce emissions further.<\/p>

These include: establishing a Lowland Agricultural Peat Taskforce to protect our peat carbon stores and prevent further emissions; making progress towards our target to plant 11 million new trees in this Parliament; implementing our new Resources and Waste Strategy; and continuing to phase down fluorinated gases. The UK is ahead of our international obligations under the Montreal Protocol, having already started to cut hydrofluorocarbons, most recently cutting their usage by 37% since 2018. The Government is working closely with those English local authorities where exceedances have been identified to introduce measures to bring forward compliance with nitrogen dioxide limits as soon as possible.<\/p>

As part of the 2017 UK Plan for Tackling Roadside Nitrogen Dioxide Concentrations, the Government assessed the costs and benefits of introducing a hypothetical national network of clean air zones. This work estimated the total costs to residents and business at £0.5 billion - £2 billion (central estimate £1.2 billion, 2017 prices).<\/p>

The Government has been clear that local authorities are best placed to come up with solutions to deliver compliance of NO2<\/sub> in their own areas as local knowledge is crucial in solving air pollution problems. Portsmouth City Council needs to consider measures that deliver NO2<\/sub> compliance in the shortest possible time.<\/p>

These may include bus measures providing there is a strong, robust evidence base showing they are necessary to deliver compliance as quickly as possible. The Government is continuing to work closely with Portsmouth City Council on the development of its plans.<\/p>

The Government will assess local authority plans to make sure they are effective, fair, good value and will deliver the required improvements in air quality in the shortest time possible. Rights of way orders are processed by the Planning Inspectorate (PINS) on behalf of the Secretary of State. Following referral to PINS last year, it has confirmed that following a schedule 14 appeal against Portsmouth City Council\u2019s refusal to make an order, a decision was issued on 21 February and the appeal was allowed.<\/p>

The council was therefore directed to make an order; however in line with normal procedures no time limit for the making of the order was given in the decision.<\/p>
