We have not carried out an assessment of these proposals. There is a long established precedent of free access for local residents to deposit household waste at household waste recycling centres. In 2015, the Government made an order prohibiting local authorities from charging householders to deposit household waste at civic amenity sites or household waste recycling centres.

Where local authorities charge for the deposit of non-household items at Household Waste Recycling Centres, this should be done in line with the Controlled Waste (England and Wales) Regulations 2012. Where charges are proposed, they should be proportionate and transparent and made in consultation with local residents so that local services meet local needs.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4098", "label" : {"_value" : "Biography information for Dr Thérèse Coffey"} } , "answeringMemberConstituency" : {"_value" : "Suffolk Coastal"} , "answeringMemberPrinted" : {"_value" : "Dr Thérèse Coffey"} , "dateOfAnswer" : {"_value" : "2018-04-18", "_datatype" : "dateTime"} , "groupedQuestionUIN" : {"_value" : "134972"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2018-04-18T17:36:14.86Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "13"} , "answeringDeptShortName" : {"_value" : "Environment, Food and Rural Affairs"} , "answeringDeptSortName" : {"_value" : "Environment, Food and Rural Affairs"} , "date" : {"_value" : "2018-03-29", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Domestic Waste: Waste Disposal"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Environment, Food and Rural Affairs, what his policy is on the practice of local authorities charging residents to dispose of DIY household waste.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/1439", "label" : {"_value" : "Biography information for Norman Lamb"} } , "tablingMemberConstituency" : {"_value" : "North Norfolk"} , "tablingMemberPrinted" : [{"_value" : "Norman Lamb"} ], "uin" : "134886"} , {"_about" : "http://data.parliament.uk/resources/874589", "AnsweringBody" : [{"_value" : "Department for Environment, Food and Rural Affairs"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/874589/answer", "answerText" : {"_value" : "

Any decision to extend the badger cull to the Low Risk Area of England and remove the annual ten area limit on badger culling will be made separately to the TB strategy review. The decision will be made following the conclusion and analysis of responses from the current consultations, alongside relevant scientific evidence and veterinary advice.

The review, led by Sir Charles Godfray, will reflect on progress to date with the broad range of interventions to fight the disease outlined in the 25 year TB strategy. It will consider what additional actions might be necessary now to ensure other tools and interventions are ready to be deployed in later phases of the strategy, in order to ensure the Government maintains progress towards its target of becoming officially TB free by 2038. The review is expected to conclude by September 2018.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/3934", "label" : {"_value" : "Biography information for George Eustice"} } , "answeringMemberConstituency" : {"_value" : "Camborne and Redruth"} , "answeringMemberPrinted" : {"_value" : "George Eustice"} , "dateOfAnswer" : {"_value" : "2018-04-16", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2018-04-16T10:52:17.607Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "13"} , "answeringDeptShortName" : {"_value" : "Environment, Food and Rural Affairs"} , "answeringDeptSortName" : {"_value" : "Environment, Food and Rural Affairs"} , "date" : {"_value" : "2018-03-29", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Bovine Tuberculosis: Disease Control"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Environment, Food and Rural Affairs, whether the decision to (a) extend the badger cull in low risk areas and (b) remove the ten area cap limit on badger culling will be made after the conclusion of Sir Charles Godfray's review into the TB strategy.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/1491", "label" : {"_value" : "Biography information for Kerry McCarthy"} } , "tablingMemberConstituency" : {"_value" : "Bristol East"} , "tablingMemberPrinted" : [{"_value" : "Kerry McCarthy"} ], "uin" : "134970"} ], "itemsPerPage" : 10, "next" : "http://eldaddp.azurewebsites.net/answeredquestions.text?_page=1&max-AnswerDate=2018-04-16&answeringDeptId=13&min-date=2017-12-12&min-ddpCreated=2018-03-01T11%3A16%3A01.830Z", "page" : 0, "startIndex" : 1, "totalResults" : 240, "type" : ["http://purl.org/linked-data/api/vocab#ListEndpoint", "http://purl.org/linked-data/api/vocab#Page"]} }
