While the taskforce formally ended on 31 March 2020, the Department for Digital, Culture, Media and Sport provided a further year of funding for the team based at Arts Council England to manage the ongoing work funded through it, to convene a core group of library stakeholders, and to assist in the delivery of in upcoming strategic development opportunities. (Arts Council England is the national development agency for public libraries in England.)<\/p>

Local authorities have a statutory duty to provide a comprehensive and efficient library service and to think long-term and strategically as they plan and transform their library services. Libraries Deliver: Ambition for Public Libraries in England 2016 to 2021<\/a>, together with other strategic planning toolkits<\/a> previously published by the taskforce, remain relevant guidance documents to assist local authorities in delivering this duty.<\/p>

In September 2022, the Government appointed Baroness Sanderson of Welton as chairman of a new advisory panel to help develop a new strategy to make sure that public libraries are providing the best possible service for their communities. This information is not collected by the Department. Arts Council England collects data from local authorities and publishes a basic dataset of information on public libraries in England. The libraries basic dataset 2021 shows the number of static libraries in England (statutory and non-statutory) as at 1 April 2010, 1 July 2016, 31 December 2019 and 31 December 2021. The Counter Disinformation Unit was established in 2019 as part of DCMS\u2019s departmental responsibility for counter-disinformation, and as part of the government's manifesto commitment to make the UK the safest place in the world to be online while defending freedom of expression.<\/p>

The monitoring of harmful disinformation narratives and trends, using publicly available information online, is an essential part of DCMS\u2019 role in understanding the information environment and working with partners across government and with social media companies to counter narratives that have the potential to cause real world harm. The Department for Digital, Culture, Media and Sport works closely with organisations across the sector to support and champion public libraries in England. Through the first round of the Libraries Improvement Fund, we are investing £5 million in 25 library services to upgrade their buildings and technology, equipping them to meet the changing needs of local communities. The Government has heard a range of reactions to the text and data mining (TDM) proposal, including concerns raised by rights holders. The Minister for Intellectual Property welcomed the additional evidence and the Government has now launched a period of stakeholder engagement on implementation options, taking into account the evidence received.<\/p>

We are confident that together we can design a balanced approach which supports the Government\u2019s ambitions on AI innovation without critically undermining value for rights holders. In August 2021, DCMS commissioned the consultancy firm, Sound Diplomacy, to assess the state of the music studio market in England.<\/p>

Evidence found challenges, but showed the market is responding to changes, such as technological innovation, and is maintaining or growing sources of income.<\/p>

As a result, the report found the music studio market was not in need of specific government intervention.<\/p>

Over 95 per cent of premises in the constituency of Tatton are already able to access a superfast connection. Further non-superfast premises are gaining access to gigabit-capable connections through continued delivery under the Connecting Cheshire programme.<\/p>

Later this year we will launch a Project Gigabit procurement in Cheshire, covering an estimated 74,000 premises, including those that still do not have access to superfast broadband.<\/p>

More immediate support for premises in rural areas is also available through our Gigabit Broadband Voucher Scheme.<\/p>

Heritage and the arts have an important role to play in boosting people\u2019s health and wellbeing \u2013 a point which has been underlined by our experience during, and since, the COVID-19 pandemic. DCMS and our arm\u2019s-length bodies, including Arts Council England and Historic England, play an important role in the Government\u2019s work to improve health and wellbeing.<\/p>

Arts Council England\u2019s \u2018Creative Health and Wellbeing Plan\u2019 sets out its ongoing commitment to help people live happier, healthier lives, while Historic England\u2019s \u2018Wellbeing and Heritage Strategy\u2019 aims to ensure that everyone can experience the wellbeing benefits of heritage. Both organisations work with the NHS and partner with the National Academy of Social Prescribing.<\/p>
