The recent disruption to IT systems intermittently affected all 362 HMCTS Court and Tribunal sites across England and Wales. Connectivity has been restored across the Ministry of Justice estate.<\/p>

I want to apologise to those who were affected by the intermittent disruption last week. Services continued to operate, and court hearings continued, but I know how frustrating this was for anyone affected.<\/p>

I am very grateful to HM Courts and Tribunals staff who put in place contingency plans to make sure trials went ahead as planned and for staff who have worked tirelessly and around the clock to resolve these issues alongside our suppliers.<\/p>

All court and tribunal buildings require routine maintenance to resolve issues that arise, and to keep them operational. Since 2015/16, as at January 2019 we have invested approximately £123m on capital maintenance to improve our estate.<\/p>

HM Courts & Tribunals Service has undertaken a programme of surveys over the last 12 months to identify the capital maintenance repairs required at courts and tribunals across the UK.<\/p>

Individuals concerned about the potential impact of an unreliable test result in their case can make an application to the family court to change, or set aside, the final order made in their case. The Government has established a bespoke process to do so through form C650 and has waived the court fee for all applications made using this process. This was announced by the Minister for Policing in a written Ministerial statement on 21 November 2017 (HCWS265). Any sexual activity with a child under 16 is a criminal offence, regardless of whether consent is given. Any non-consensual sexual activity is also a crime, whatever the age of the victim and whatever the relationship between the victim and perpetrator.<\/p>

Where a manipulative offender grooms a child prior to them reaching the age of consent and then engages in a sexual relationship with them when they are over 16, this could be prosecuted under offences such as Section 15a of the Sexual Offences Act 2003.<\/p>

We remain absolutely committed to protecting children and young people from sexual abuse and we already have a wide range of criminal offences under which to prosecute and sentence those who carry out such acts. The number of unrepresented parents in private law Children Act cases is shown in the table below.<\/p>

Since 2015, we have invested almost £6.5million in a support strategy for unrepresented parties. This provides practical support and information as well as routes to free or more affordable legal advice. Public funding remains available for parents in public law Children Act proceedings where a local authority seeks an order to place a child in care or under its supervision, and in private law Children Act cases where there is evidence of domestic or child abuse.<\/p>

Whilst we do publish numbers of private law cases with either an unrepresented applicant or respondent as part of Family Court Statistics Quarterly, the data does not show the relationship to the child.<\/p>

Information about the volumes and outcomes of Personal Independence Payment (PIP) appeals to the First-tier Tribunal (Social Security and Child Support) (SSCS) is published at:<\/p>

Latest figures (to June 2018) indicate that since PIP was introduced, 3.5 million decisions have been made, and of these 9% have been appealed and 4% have been overturned at tribunals.<\/p>

<\/p>

We are working with the Department for Work and Pensions to understand what could be done to reduce the number of appeals being submitted to the tribunal, through their focus on improving decision-making and the mandatory reconsideration process.<\/p>

<\/p>
