Police Community Support Officers (PCSOs) are a valued part of the police workforce, working as a key liaison point to help resolve local issues and foster good community relations.<\/p>

The Government has set out our commitment to reducing neighbourhood crimes through the Beating Crime Plan, published in July 2021. We have also invested £70 million over the first three rounds of the Safer Streets Fund to support local areas across England and Wales which are disproportionately impacted by crime. The fourth round of funding, which launched in March and closed for bids in May, is worth a further £75m and will include targeting anti-social behaviour alongside acquisitive crime and violence against women and girls in public spaces. This fourth round also allows areas to bid for funding for local policing interventions.<\/p>

Decisions about how police resources are deployed, including the number and composition of people in neighbourhood policing roles, are for Chief Constables and PCCs.<\/p>

There are various offences relating to illegal e-scooter use that the police can enforce with a Fixed Penalty Notice (FPN): uninsured driving can result in a FPN of £300 and 6 penalty points on a driving licence; riding without a driving licence can result in a FPN of £100 and 3-6 penalty points on a driving licence; while riding on the pavement can result in a FPN of £50.<\/del><\/p>

Section 165 of the Road Traffic Act 1988 provides the power to seize privately owned e-scooters for driving without insurance or a driving licence.<\/del><\/p>

Enforcement of road traffic law and deployment of available resources to tackle illegal riding of e-scooters is an operational matter for Chief Officers according to local policing plans.<\/del><\/p>

In 2019 the British Council awarded funding to LPC as part of a regional programme to improve international teaching standards in police education in the target countries.<\/p>

This included efforts to reduce human rights violations. The British Council have confirmed that they have never funded any activities involving Xinjiang security bodies.<\/p>

The Government is taking steps to remove discrimination on the grounds of age, associated with the transitional protection arrangements linked to the 2015 pension reforms, which was subsequently identified by the courts.<\/p>

The Public Service Pensions and Judicial Offices Act (PSPJOA) received Royal Assent on 10 March, establishing the legal framework to provide this remedy. The Police and Firefighters\u2019 Pension Schemes (Amendment) Regulations 2022 (\u2018the Regulations\u2019) provided the first, prospective, element of the remedy in respect of police pensions.<\/p>

The second, retrospective, part of the remedy is more complex and will require further detailed changes to scheme regulations using the powers in the PSPJOA. These changes will be in force by 1 October 2023, in line with the Government\u2019s commitments under that Act.<\/p>

The Code of Ethics requires all police officers to take active steps to oppose discrimination and make their decisions free from prejudice. This principle is at the heart of police practice. The Code of Ethics was published in 2014 by the College of Policing, who are responsible for setting and maintaining training standards within policing.<\/p>

In January 2022, The College published its scope for reviewing the existing Code of Ethics. This review will help provide guidance to forces, to aid the implementation of ethical decision making at all levels and support the principle of candour by all working for the police. The College of Policing also provides foundation training for those entering the police service, which includes substantial coverage of police ethics and self-understanding. Their initial training covers hate crimes, ethics and equalities, and policing without bias. The Government takes the supply of substances for their psychoactive effect seriously. There are legitimate uses for nitrous oxide, such as in medicine, dentistry and as a propellant for whipped cream canisters, but those who supply nitrous oxide who know, or who are reckless as to whether, it will be used for its psychoactive effect may be subject to a maximum sentence of seven years\u2019 imprisonment, an unlimited fine, or both under the Psychoactive Substances Act 2016.<\/p>

The Anti-social Behaviour Crime and Policing Act 2014 introduced powers, such as Public Space Protection Orders, which the police and local councils can use to prevent people from taking intoxicating substances, including psychoactive substances such as nitrous oxide, in specified areas.<\/p>

On 3 September, the Government asked the independent statutory advisory body, the Advisory Council on the Misuse of Drugs, to provide an updated assessment of the harms of nitrous oxide, including whether it should be controlled under the Misuse of Drugs Act 1971. The ACMD is independent of Government and provides a broad range of recommendations, including advice on legislative changes.
