The 2020 renewable energy target requires the UK to achieve 15% of final energy consumption from renewables by the end of this decade. This requires action to promote renewables in electricity generation, heating and transport. There is a binding 10% sub-target of transport fuels from renewable sources.<\/p>
Our most recent report to the European Commission, published on 21 January 2016, sets out progress in renewables deployment over 2013 and 2014 across heating and cooling, transport and electricity sectors. We reported beating our target and reaching 6.3% of final energy consumption from renewables for 2013 and 2014 against an interim target of 5.4%.<\/p>
We are making good progress towards the next interim target of an average of 7.47% of energy from renewables across 2015 and 2016. The Department does not report specifically on spending against this objective. However, Government recognises the link between living in a cold home and ill-health, and has subsequently invested heavily in improving the energy efficiency of households vulnerable to the effects of the cold, as well as financial payments to help with the affordability of energy bills. Some of these schemes target a range of households, and are not limited to those particularly vulnerable to the effects of cold homes. There is an open market for the supply of petroleum products, including jet kerosene and heating oil, in the UK which provides the best long term guarantee of competitive prices. The Government does not control prices but we do monitor the UK national average cost of jet kerosene and heating oil.<\/p>
<\/p>
The average cost for wholesale kerosene in September 2016 was 26 pence per litre, 1p more expensive than the corresponding month in 2015, and down 22p since its 2014 peak (Jan 2014).<\/p>

The average cost for retail kerosene in September 2016 was 37 pence per litre, 1p more expensive than the corresponding month in 2015, and down 22p since its 2014 peak (Jan 2014).<\/p>
<\/p>
The value of the pound sterling has been decreasing against the dollar which means crude oil, which is traded in dollars, becomes more expensive for UK refiners to import. Analysis suggests that on average, at a national level, crude price changes are fully passed through into kerosene prices within a month.<\/p>
In addition, the price of kerosene is influenced by a range of factors, including refinery capacity, stock levels, distribution costs, retail margins and seasonal factors The supply of kerosene in more remote areas is influenced by increased logistical costs.<\/p>
<\/p>
I encourage households that use kerosene to heat their homes to join an oil buying group and to shop around for the best deal.<\/p>

<\/strong><\/p> In its role as Guarantor, the Government has received £3,119m from the British Coal Staff Superannuation Scheme since 1994 representing part of its share of assessed surpluses. Prior to 2009, the surplus-sharing arrangements worked well, with the presence of the Guarantee enabling the Trustees to invest in a way that generated surpluses and, as a consequence, bonuses to members. However, after shortfalls in 2009 and 2012 valuations, new arrangements were agreed in 2015 to end surplus-sharing and replace it by a series of fixed benefit uplifts for members in order to ensure the long term viability of the scheme.<\/p> <\/strong><\/p>"}

This earlier scheme ran for one year.<\/p> <\/p> DWP Social Researchers carried out a small-scale qualitative evaluation of the scheme, involving telephone interviews with customers to investigate reactions to their personal data being used in this way \u2013 this includeding issues around privacy, security and data sharing, and the broader concept of data use in Government.<\/p> <\/p> The findings of the research and consultation responses can be found here:<\/p>
