The UK Government made legislation establishing a victims\u2019 payments scheme in January. The Regulations provide for the Executive Office to be able to provide funding to the Department responsible for supporting the Victims\u2019 Payments Board. The devolved funding settlement means that the Executive is funded through the Block Grant together with its own revenue raising capabilities to fund its statutory responsibilities, including this scheme.<\/p>
The Government welcomes the designation of the Department of Justice to lead on administrative support for the scheme and the Executive must now deliver on implementation, so that applications can be processed and payments made to victims. The Protocol provides a practical solution to avoid a hard border on the island of Ireland in a way that preserves the Belfast (\u201cGood Friday\u201d) Agreement and continues to protect the interests of people and businesses in Northern Ireland. We carefully analysed all of the views expressed in the submissions received.<\/p>The Secretary of State Steve Barclay has now written to the EU\u2019s lead Brexit negotiator Michel Barnier, on ring-fencing the Citizens\u2019 Rights part of the Withdrawal Agreement. This letter has also been copied to Guy Verhofstadt, the European Parliament\u2019s Brexit coordinator and shared with the Secretary-General.
