The UK Government made legislation establishing a victims’ payments scheme in January. The Regulations provide for the Executive Office to be able to provide funding to the Department responsible for supporting the Victims’ Payments Board. The devolved funding settlement means that the Executive is funded through the Block Grant together with its own revenue raising capabilities to fund its statutory responsibilities, including this scheme.

The Government welcomes the designation of the Department of Justice to lead on administrative support for the scheme and the Executive must now deliver on implementation, so that applications can be processed and payments made to victims. We will continue to prioritise supporting the Executive’s delivery of this scheme.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4091", "label" : {"_value" : "Biography information for Mr Robin Walker"} } , "answeringMemberConstituency" : {"_value" : "Worcester"} , "answeringMemberPrinted" : {"_value" : "Mr Robin Walker"} , "dateOfAnswer" : {"_value" : "2020-09-22", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "previousAnswerVersion" : {"_about" : "http://data.parliament.uk/resources/1235027/answer/previousversion/48574", "answeringMember" : {"_about" : "http://data.parliament.uk/members/4091", "label" : {"_value" : "Biography information for Mr Robin Walker"} } , "answeringMemberConstituency" : {"_value" : "Worcester"} , "answeringMemberPrinted" : {"_value" : "Mr Robin Walker"} } , "questionFirstAnswered" : [{"_value" : "2020-09-22T14:00:21.547Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "21"} , "answeringDeptShortName" : {"_value" : "Northern Ireland"} , "answeringDeptSortName" : {"_value" : "Northern Ireland"} , "date" : {"_value" : "2020-09-16", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Terrorism: Northern Ireland"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Northern Ireland, if he will ensure that the UK Government provides adequate funding for the Troubles victims' pension scheme; and what steps he is taking to implement that scheme.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4827", "label" : {"_value" : "Biography information for Claire Hanna"} } , "tablingMemberConstituency" : {"_value" : "Belfast South"} , "tablingMemberPrinted" : [{"_value" : "Claire Hanna"} ], "uin" : "91174"} , {"_about" : "http://data.parliament.uk/resources/1235081", "AnsweringBody" : [{"_value" : "Northern Ireland Office"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1235081/answer", "answerText" : {"_value" : "

The Protocol provides a practical solution to avoid a hard border on the island of Ireland in a way that preserves the Belfast (“Good Friday”) Agreement and continues to protect the interests of people and businesses in Northern Ireland. The Government will continue to support East-West and North-South cooperation to protect communities and individuals, including in border areas.

We have already guaranteed that businesses will face no tariffs for movement of goods within the UK, will have unfettered access to the whole UK market for NI goods, and will benefit from the lower tariffs we deliver through our new Free Trade Agreements with third countries. In addition, the Government remains committed to a New Deal for Northern Ireland to help boost economic growth, competitiveness and to support infrastructure and connectivity North-South and East-West.

From the very beginning the Prime Minister has been clear that safeguarding the rights of EU citizens living in the UK and UK nationals living in the EU was her first priority for negotiations. The best way to guarantee those rights, both for UK nationals in the EU and EU citizens in the UK, is through the Withdrawal Agreement.

On 27 February, the House of Commons supported a proposal by Alberto Costa MP which requires the Government to seek a joint UK/EU commitment to preserve the citizens’ rights section of the Withdrawal Agreement, whatever the outcome of negotiations.
