The Modern Slavery Bill will enable us to strengthen our response to human trafficking and modern slavery for both adults and children. We announced in January our intention to trial specialist independent advocates for victims of child trafficking.

23 local authorities have agreed to participate in the trial: Greater Manchester including Manchester City, Stockport, Tameside, Oldham, Rochdale, Bury, Bolton, Wigan, Salford, Trafford; West Midlands including, Birmingham, Coventry, Dudley, Sandwell, Solihull, Walsall, Wolverhampton; Croydon; Derbyshire; Kent; Lancashire; Oxfordshire; and West Sussex.

These local authorities represent a wide demographic range as well as major transport hubs and asylum screening units. These areas also have the highest rates of trafficking referrals to the National Referral Mechanism or are areas where we are aware of a high number of trafficking investigations by law enforcement agencies.

We remain committed to trialing this approach. We are currently considering bids from a number of voluntary and community services organisations that were identified as potential providers of the advocacy service because of the particular expertise they hold. We will announce the outcome of the process in due course.<\/p>

The report includes numerous examples of people surrendered to the UK under an
EAW who would not have been extradited under the predecessor process. This is
the 1957 European Convention on Extradition (ECE), a much older and more
restrictive regime, which allows states to refuse the extradition of their
nationals, however grave the crimes for which they are requested; permits the
refusal to extradite for offences which are time-barred under the law of the
requested state; and has a bar on extradition for some tax offences.<\/p>

A comparative assessment has been made.<\/p>

Parliamentary questions regularly ask for specific details about suspected
victims of trafficking referred to the trafficking victim support service
operated by The Salvation Army.<\/p>

The source of this data is The Salvation Army records.<\/p>

The National Crime Agency (NCA) publishes statistics each year on the number of
potential victims who have been referred to the National Referral Mechanism.<\/p>

The source of this data is the NCA records.<\/p>

The two sets of figures measure slightly different things but are mutually
compatible.<\/p>

Not all of the potential victims who are referred to the National Referral
Mechanism will then be referred to The Salvation Army for victim support. Some
might not receive a positive reasonable grounds decision and others might not
want Government-funded support.<\/p>

We would therefore expect the number of cases referred to the National Referral
Mechanism, reported by the NCA, to be higher than the number of cases referred
to The Salvation Army for victim support, reported by the regular Parliamentary
questions.<\/p>

This is borne out by our comparative assessment. The table below lists the PQs
that have requested data about the numbers of potential victims referred to The
Salvation Army, and lists the number of Albanian victims supported each month.<\/p>

In total, this data indicates that there were 139 Albanian adult victims
referred to The Salvation Army for victim support in 2013 in England and Wales.<\/p>

This is lower than the 208 potential adult Albanian victims who were originally
referred to the National Referral Mechanism in 2013 from England and Wales, as
reported in the NCA's annual report.<\/p>

The requested information on the gender of potential victims and the regions in
which they were found in January 2014 was provided in the Answer of 7 April
2014, Official Report, columns 114-5W, on human trafficking: victim support
schemes. However, this data was provided in a number of separate tables. The
information was not withheld and is provided below in an alternative format,
giving the same data broken down by individual case, in one table.

The victim care contract does not require support providers to maintain any
form of formal contact after the recovery and reflection period. However, some
survivors do maintain informal contact with their support provider. All support
providers will work with victims throughout their support period to help them
move on from the service. We are looking at what more we can do to help victims
reintegrate effectively.<\/p>

schemes. However, this data was provided in a number of separate tables. The
information was not withheld and is provided below in an alternative format,
giving the same data broken down by individual case, in one table.

The victim care contract does not require support providers to maintain any
form of formal contact after the recovery and reflection period. However, some
survivors do maintain informal contact with their support provider. All support
providers will work with victims throughout their support period to help them
move on from the service. We are looking at what more we can do to help victims
reintegrate effectively.<\/p>

The current Airwave Solutions Ltd contracts were let under a 20 year Private Finance Initiative arrangement, with a series of 15 year contracts, which expire over the period from September 2016 to December 2020.

The Emergency Services Mobile Communications Programme aims to introduce a replacement for Airwave, as current contracts expire from September 2016. The requirements have been developed in partnership with the emergency services and we are running an open and fair competition in accordance with government guidelines.<\/p>

The aim is to provide a replacement solution which is at least equivalent to the existing service, but not necessarily delivered in the same way.<\/p>

In March 2014, there were 126 referrals to the Government-funded support
service for adult victims of human trafficking in England and Wales
