It was based on the emerging body of evidence, collated by the Department for Transport, over several years including that obtained from vehicle inspections and the important new research commissioned in January 2018.<\/p> The Department also commissioned an independent examiner in relation to the tyre implicated in the collision of 16 September 2017. The Department became aware of new evidence implicating tyre ageing directly in the cause of the collision on 21 February 2019, evidence with which the Department's independent examiner concurred. These limits are normally set at 50mph in accordance with published standards and in agreement with the police. Highways England can increase this speed limit to 55 mph or 60 mph where it is safe to do so. These speed restrictions are lifted once the roadworks are completed.<\/p> <\/p> Highways England uses variable speed limits on smart motorways to manage traffic flows at busy times and in response to incidents on the network. A system of road sensors is used to detect actual vehicle speeds and the rate of flow of traffic on a motorway. Based on this information an algorithm is used to determine whether a reduced speed limit is required in order to maintain safety or optimise traffic flow. The algorithm works out the optimum speed for traffic by comparing the observed vehicle speed and traffic flow against the historical norm for a particular stretch of road. The automated system then activates the reduced speed limit at a level that will maintain safety and allow traffic to flow as freely as possible. Speed limits are set to 40mph to maintain safety when a slow moving or stopped vehicle is detected and are set to 50 or 60 mph to optimise traffic flow based on a number of factors detected by the sensors, including average speed, flow rate and traffic density.<\/p> <\/p> The algorithm ensures that speed limits are returned to 70 mph as soon as the detected traffic parameters indicate that this can be done safely. Highways England traffic operations staff are also able to activate or deactivate variable speed limits manually based on observed traffic patterns should this be required.<\/p> <\/p> These measures ensure that automated variable speed limits are set appropriately and that variable speed limits do not remain in place for longer than is necessary.<\/p> <\/p> Highways England routinely monitors, reviews and learns lessons on the performance of variable speed limits on smart motorway schemes to ensure that the speed limits that are set are appropriate for the traffic conditions.<\/p>"}

In March 2022, the Government published a consultation package with the UK ETS (Emissions Trading Scheme) Authority, exploring options to expand the scheme to include emissions from domestic maritime. The Government response to the consultation will be published in due course.<\/del><\/p>The UK is pressing for greater ambition during the review of the International Maritime Organization Initial Greenhouse Gas Strategy in July and continues to monitor developments of international and regional carbon pricing instruments covering shipping to consider how they may interact with our domestic policy.<\/del><\/p>The Government keeps all taxes under review and any changes are announced by the Chancellor at fiscal events.<\/del><\/p>The March 2022 workforce management information was incorrectly used to report April 2022 data. The Department has requested the publication of the correct April 2022 data and the figures will be updated by 2 March 2023.<\/del><\/p>Government has committed £40 million in projects to support innovation in wireless and on-street electric vehicle charging technology.<\/del><\/p>£10 million of this investment is supporting the trial of wireless charging technologies for taxis in Nottingham, enabling drivers to \u201ctop-up\u201d charge while waiting for their next fare. This project considers whether wireless charging can deliver additional environmental benefits for heavily utilised electric vehicles, by reducing the need for large batteries or range extender engines.<\/del><\/p>Wireless charging has several other potential commercial and consumer benefits, including improved accessibility.<\/del><\/p>These will apply to all unmanned aircraft below 250g, including drones and model aircraft.<\/del><\/p>Liaison<\/del> Leadership<\/ins> Group (OHSLG), which is co-chaired by the Civil Aviation Authority, includes representation from key organisations from across the industry, including helicopter operators, the oil and gas industry, the trade unions and \u2018Step Change in Safety\u2019. Trade unions will be able to engage with the review through the OHSLG.<\/p>"}
