The Government recognises the importance of the industrial gases sector, which underpins a number of sectors including food and drink. We understand the concerns of the food and drink sector due to the international carbon dioxide (CO2) shortage.<\/p>

I have spoken with UK producers and suppliers on a regular basis highlighting the need to restore supplies as quickly as possible and encouraged them to raise with the Government any issues where we may be able to help overcome any obstacles.<\/p>

We have been assured CO2 producers are working as fast as they can to get the remaining UK plant producing again, CO2 distribution from previously disrupted plants is already reaching the supply chain and the overall CO2 supply has increased this week. Any residual disruption should be resolved in the coming days as the sector returns to business as usual.<\/p>

I have had discussions with pub and retail outlets about the situation and their concerns. BEIS and DEFRA officials have also been in regular contact with food and drink industry stakeholders via DEFRA\u2019s long-established Food Chain Emergency Liaison Group and other interested stakeholders, including alcoholic drink, pub and retailer trade associations.<\/p>

Table 1 (copy attached) shows the distribution of 2690 \u2018applications received\u2019 by the Northern Powerhouse Investment Fund (NPIF) and the 258 \u2018successfully awarded investments or loans\u2019 by Local Authority District from March 2017 to March 2018. Of the applications received, 286 were from outside of the Northern Powerhouse area, but could have been eligible if the applicants were willing to relocate to the area or conduct \u201csignificant business\u201d there. Please note, the NPIF became operational in March 2017, so there is no data for the Fund before that date.<\/p>

In 2014, under the Coalition Government, the Department for Business, Innovation and Skills, the Department for Communities and Local Government, and the Department for Culture, Media and Sport agreed a funding package of up to £7.5 million to support Sir Ben Ainslie\u2019s America\u2019s Cup team and their proposal to base their permanent headquarters on the Camber in Portsmouth. This was announced by the then Secretary of State for Business, Innovation and Skills, the Rt hon Member for Twickenham (Sir Vince Cable).<\/ins><\/p>

This funding ensured the racing team\u2019s commitment to basing their operations in Portsmouth for a minimum of 12 years to support three America\u2019s Cup cycles, which in turn enabled economic benefits for the city\u2019s marine and maritime sector. It also helped support community engagement and sailing participation projects in collaboration with Sport England.<\/ins><\/p>

The benefits arising from this investment extended beyond the sailing team. They included direct economic benefits from the generation of jobs and apprenticeships, together with the up-skilling of workers in the Solent area, the setting up of a Technical Innovation Group to help feed the innovations in applied technology developed by BAR into the marine industry, engagement with schools and higher education institutions, engagement with the local supply chain, and the setting up of a visitors\u2019 centre.<\/ins><\/p>

The Government does not make assessments of the impact bank, post office, building society branch, or pub closures have on the sustainability of high streets. While the decision to close a branch remains a commercial judgement for individual banks and building societies, the impact on communities must be understood, considered and mitigated where possible.<\/p>

The industry\u2019s Access to Banking Standard, launched in May 2017, commits banks and building societies to ensure personal and business customers are better informed about branch closures and the reasons for them closing, along with the options they have locally to continue to access banking services, including specialist assistance for customers who need more help. The Access to Banking Standard is monitored and enforced by the independent Lending Standards Board.<\/p>

99% of banks\u2019 personal and 95% of banks\u2019 business customers are now able to withdraw cash, deposit cash and cheques, and make balance enquiries at a Post Office counter via its network of 11,600 branches. At Autumn Budget 2017, the then Economic Secretary to the Treasury wrote to the Post Office and UK Finance to ask them to raise public awareness of the banking services available at the Post Office for individuals and SMEs.<\/p>

Since 2010, Government has invested over £2billion in to the Post Office network, with a further £370m announced on 20 December. This has led to the most stable number of branches in the network for decades.<\/p>

The Post Office continues to meet its access criteria with 99.7% of the total population living within 3 miles of a Post Office.<\/p>

The Government recognises the importance of pubs to communities and the high street. To support pubs and local industries, and recognising that alcohol duties already rose by inflation earlier this year, my right hon. Friend the Chancellor announced at Autumn Budget 2017 that he was freezing all alcohol duties. Pubs play an important role in local communities and help promote responsible drinking. Freezing beer duty rates this year helps pubs: the British Beer and Pub Association (BBPA) estimate around two thirds of the alcohol sold in pubs is beer. At Spring Budget 2017, the Chancellor announced a package of support for pubs in England with their business rates. This provided a £1,000 discount to all pubs with a rateable value of less than £100,000. This scheme was extended by an additional year into 2018/19 at Autumn Budget.<\/p>

Additionally, the Chancellor brought forward the planned switch in the indexation of business rates from RPI to CPI by two years to 2018. This will benefit all businesses on the UK high street and represents a cut in business rates every year from April 2018.
