Information on volumes and durations for calls to higher-rate telephone numbers for magistrates' courts, county courts and the county court bulk centre in Northampton in each year since 2009 is not systematically collected by the service providers, and to obtain it would incur disproportionate costs.<\/p>

Between November 2013 to March 2014 the percentage of higher rate calls dropped significantly from 41% to 30% with the increasing use of 0300 numbers. This figure is set to drop even further as 19 higher rate numbers to the county court bulk centre are currently being replaced by 0300 numbers.<\/p>

During this period 137,763 calls to higher rate numbers were answered at the county court bulk centre with an average duration of 4 minutes 14 seconds. This figure represents 35% of all calls with the remainder being 0300 numbers.<\/p>

The Department has received no revenue from higher rate telephone numbers for the period under review.<\/p>

Pursuant to the Answer of 10 April 2014 (191689), 19 higher rate numbers to the County Court Bulk Centre in Northampton are in the process of being replaced by 0300 numbers. The higher-rate number for Central London Combined Court Centre has been discontinued. Taking into account these further reductions in higher-rate numbers, the percentage fall in higher-rate numbers since 2009 is 79% compared to the 55% previously stated.<\/p>

Magistrates' Courts' and County Courts use a total of ten higher-rate numbers, sharing them for queries about fines, family matters, etc. Twenty-one of the Magistrates' Courts' using higher rate numbers offer alternative 0300 numbers.<\/p>

The Ministry of Justice Court Proceedings Database hold information on defendants proceeded against, found guilty and sentenced for criminal offences in England and Wales. However, not all offences are individually reported within the centrally held data. Offences involving the licensing of taxi and private hire vehicles, operators and drivers under the Private Hire (London) Act 1998 are reported as part of a miscellaneous group of offences, and it is not possible to separately identify proceedings for these specific offences from others offences relating to motor vehicles. This detailed information is not reported to Justice Statistics Analytical Services due to their size and complexity.<\/p>

The guidance document published by HM Courts & Tribunals Service (HMCTS) explains that remission applications will be processed within five working days of the date that they are received, and that appeals will be determined within 10 days. The latest available information collated by HMCTS staff indicates that the applications received in respect of employment tribunal matters are currently determined within three working days. Appeals in respect of employment tribunal remissions decisions are currently determined within nine days.<\/p>

The Government is determined to improve the judicial review process so that it is not open to abuse and arguable cases can proceed quickly to final resolution.<\/p>

Most of the Government's reforms to judicial review are being taken forward through the Criminal Justice and Courts Bill which will be subject to the full and proper scrutiny of Parliament.<\/p>
