Across the UK, the Government-backed British Business Bank (the Bank) seeks to increase the supply of finance for smaller businesses and to reduce regional disparities in access to finance. The Bank\u2019s programmes are currently supporting over £6.6 billion of finance to over 89,000 SMEs (as at June 2019). And through the Bank's Enterprise Finance Guarantee (EFG) there is currently approximately £300mn of headroom available to lenders this financial year. There is also approximately £1bn of guarantee headroom currently available to lenders under the Bank's ENABLE Guarantee programme.<\/p>
Government has also supported and invested in the creation of a network of 38 Growth Hubs in England \u2013 one in each Local Enterprise Partnership area) \u2013 to provide a free, impartial, single point of local contact to all businesses, no matter their size or sector, to access advice and support across the public and private sector: in 2018-2019 Growth Hubs in England supported over 121,500 businesses. At the end of FY18/19, Government had invested £56.4 million in Growth Hubs that helped over 9,500 individuals start a business achieving an average customer satisfaction rate of 81.45%.<\/p>
Businesses in England can also access business support through GOV.UK, and the National Business Support Helpline.<\/p>
Since Budget 2016, the Government has announced reductions to business rates worth more than £13 billion until 2021.<\/p>
My rt. hon. Friend the Prime Minister has announced a £3.6 billion Towns Fund, including £1 billion for an accelerated Future High Streets Fund. Last year the Government also made a number of announcements to support High Street businesses:<\/p>

The UK is one of the best places in the world to start and grow a business. Government is committed to supporting all entrepreneurs, whatever their background, to have the opportunity to make their business ideas a reality.<\/p>
We provide support to all entrepreneurs to set up businesses through our online services on GOV.UK, the Business Support Helpline, and the network of 38 local Growth Hubs across England. In 2018, 47% of the Business Support Helpline\u2019s callers were women.<\/p>
We have been working closely with HM Treasury and industry to implement the eight\u202finitiatives from the Alison Rose Review of\u202fFemale Entrepreneurship, to tackle the barriers\u202ffaced by\u202fwomen when starting and scaling a\u202fbusiness. We have set an ambition to increase the number of female entrepreneurs by half by 2030 \u2013 equivalent to an additional 600,000 female entrepreneurs.<\/p>
The British Business Bank\u2019s Start-Up Loans Programme provides funding and intensive support to new entrepreneurs, and has delivered\u202fover 67,000 loans, worth\u202fover\u202f£534m\u202fsince it began in 2012 (as at end-September 2019). 40% of Start Up Loans\u202fhave gone to women \u2013 worth over £198m. 20% of Start Up Loans have gone to BAME entrepreneurs \u2013 worth over £100m.<\/p>

BEIS is leading one of the largest programmes of EU exit deliver across government. We have recruited 700 new staff to work on EU Exit Policy.<\/p>

We are in the process of delivering a huge secondary legislation programme to ensure a functioning statute book on exit day. As of today, BEIS has laid 62 exit related statutory instruments, including new laws for a nuclear safeguards regime that will maintain the UK industry\u2019s ability to trade in the nuclear sector while ensuring the UK remains on track to meet its international obligations on day one of exit, and plan to lay the remaining instruments by the end of this month.<\/p>

On 28 November 2018 the Government published a robust, objective assessment of potential impacts on sectors, nations and regions of the UK. This included both an assessment of tariff and non-tariff barrier costs broken down by sectors in different scenarios, including no deal, and how the economy and specific sectors may adjust to these.<\/p>

The Accounts and Reports (Amendment) (EU Exit) Regulations 2018 (the \u201cRegulations\u201d) transfer functions and legislation from the EU to the UK to ensure that the UK legislative framework remains coherent. It does not aim to create new policy.<\/p>
<\/p>
The Commission has the power to grant equivalence to third countries for their system of reporting payments to governments regarding the logging and mining activities of undertakings. There is no Parliamentary process built into the Commission\u2019s decision. However there are specific criteria that the Commission must consider when exercising those powers.<\/p>
<\/p>
These Regulations transfer the power to the Secretary of State, to be exercised using the same criteria. The detailed criteria for forming the basis for granting equivalence are set out in paragraph 37 of Schedule 3 to the Regulations.<\/p>
