Section 51 and Schedule 21 enabled the enforcement of a number of public health measures relating to potentially infectious persons to control the spread of COVID-19 in the United Kingdom. The provision was used minimally and has not been applied since October 2020. In 2021, a review of all remaining temporary provisions in the Coronavirus Act 2020 took place, with those no longer deemed necessary and proportionate recommended for expiry. NHS England continues to target a higher share of funding towards geographies with high health inequalities as outlined in the 2021/22 Planning Guidance.<\/p>

The new Health and Care Bill will form new integrated care systems to ensure the healthcare system is effectively managing population health and tackling health inequalities. The Bill will ensure that duties previously applied to clinical commissioning groups to reduce health inequalities will also apply to the newly formed integrated care boards (ICBs). The reforms will place a greater emphasis on population health outcomes and health inequalities.
