The Government is investing £24 billion on the Strategic Road Network during the second Road Investment Strategy (RIS2 - 2020-2025) to fund the operation, maintenance, renewal and enhancement of the network. Safety is a key consideration National Highways takes into account across all its activity and much of this investment aims to improve safety across the network for all road users. A specific Safety and Congestion Fund is in place as part of National Highways’ Designated Funds programme, this delivers safety improvements on specific high-risk roads, accident-cluster locations and potential suicide-cluster areas.

National Highways also has a Key Performance Indicator for RIS2 with a target of reducing those killed or seriously injured on the Strategic Road Network by 50% compared to the 2005-2009 baseline average. The Department for Transport and the Office of Rail and Road, in its capacity of Highways Monitor, hold National Highways to account for delivery against this performance indicator and work collectively to ensure appropriate action plans are in place to maximise safety on the network.

Improving road safety is one of six key objectives in developing the third Road Investment Strategy (RIS3). The level of ambition within the Performance Specification and focus of the Investment Plan are the key levers through which this objective will be supported.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4142", "label" : {"_value" : "Biography information for Guy Opperman"} } , "answeringMemberConstituency" : {"_value" : "Hexham"} , "answeringMemberPrinted" : {"_value" : "Guy Opperman"} , "dateOfAnswer" : {"_value" : "2024-03-15", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "previousAnswerVersion" : {"_about" : "http://data.parliament.uk/resources/1695509/answer/previousversion/23987", "answeringMember" : {"_about" : "http://data.parliament.uk/members/4142", "label" : {"_value" : "Biography information for Guy Opperman"} } , "answeringMemberConstituency" : {"_value" : "Hexham"} , "answeringMemberPrinted" : {"_value" : "Guy Opperman"} } , "questionFirstAnswered" : [{"_value" : "2024-03-15T15:08:21.147Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "27"} , "answeringDeptShortName" : {"_value" : "Transport"} , "answeringDeptSortName" : {"_value" : "Transport"} , "date" : {"_value" : "2024-03-12", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Roads: Safety"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Transport, if he will take steps to ensure safety improvements are prioritised during decision making about road investments.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4934", "label" : {"_value" : "Biography information for Helen Morgan"} } , "tablingMemberConstituency" : {"_value" : "North Shropshire"} , "tablingMemberPrinted" : [{"_value" : "Helen Morgan"} ], "uin" : "18329"} , {"_about" : "http://data.parliament.uk/resources/1691582", "AnsweringBody" : [{"_value" : "Department for Transport"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1691582/answer", "answerText" : {"_value" : "

The requested information is provided in the separate spreadsheet and are subject to the following caveats:

1. For low level geography: volumes have been rounded to the nearest 100, total amounts have been rounded to the nearest £10,000, average amounts have been rounded to the nearest £1 and percentages have been rounded to the nearest percent. For totals at GB level: volumes have been rounded to the nearest 100,000, total amounts have been rounded to the nearest £1,000,000, average amount has been rounded to the nearest £1 and percentages have been rounded to the nearest percent.

2. The sum of individual low level geographies may not sum to the total figure due to rounding.

3. Deductions include advance repayments, third party deductions and all other deductions, but exclude sanctions and fraud penalties which are reductions of benefit rather than deductions.

4. Children are defined here as being people who are declared as living in the same household as the UC claimant(s) and who are under the age of 20. The number of children may not be equal to the number of dependent children in the household who are eligible for child element for various reasons. This includes children over the age of 16 in non-advanced full-time education, looked-after children and, other young people living in multigenerational households whose parents are not the claimant. Those affected by the policy to provide support for a maximum of two children may also have a larger number of children compared to the number of children entitled to the child element in their household.

 2. Numbers of households and individuals are the average for each month during the specified period.
