As a close NATO ally, we regularly engage the Turkish Government on regional stability, including in Syria. The Foreign Secretary most recently discussed this issue with the Turkish Foreign Minister in Ankara on 20 October. The UK recognises Turkey's legitimate security interests in the region but encourages restraint from activity that could lead to further destabilisation or civilian loss of life. Security and stability in the region are necessary to prevent worsening of the already serious humanitarian situation in northern Syria and enable the Global Coalition and its partners to continue the fight against Daesh. The UK is committed to tackling the challenge of increased insecurity and rising humanitarian needs across northern Syria. In north-east Syria the UK is providing assistance via the UN and Non-Governmental Organisation (NGO) partners and supports all available access modalities. Those include cross-border and cross-line assistance to reach those most in need across Syria, including women and children. Since the earthquake over 265 aid trucks provided by six UN agencies have crossed to north west Syria from Turkey. The UK has delivered 188 tonnes of relief supplies to north west Syria, including tents and blankets and committed an additional £4.3 million to support the White Helmets in their operations. We welcome the UN-brokered agreement to open additional border crossings into north west Syria for an initial period of three months. Underlying humanitarian conditions in Syria are a product of Assad's violent campaign against the Syrian people. Even before the 6 February earthquake, the UN assessed that 15.3 million Syrians required humanitarian assistance. The UK has committed £3.8 billion in humanitarian aid to Syria since 2012. Since the earthquake, we have pledged £43.3 million. The UK will not lift sanctions targeting the regime until they change behaviour and engage in the UN political process. UK sanctions do not target humanitarian aid, food, or medical supplies. The UK works closely with our humanitarian partners, such as the UN, International and Syrian NGOs to understand the impact of UK aid spending and will continue to keep this under review. Despite difficult funding decisions due to the impact of the COVID-19 pandemic, the UK remains a leading humanitarian donor to Syria. Securing aid cross-border aid access into Syria is a top priority for the UK. The UK regularly raises the issue of UN-mandated cross-border access, and we are using our position at the UN Security Council, and in bilateral discussions, to push for greater aid access into Syria and to urge renewal of Resolution 2533. Russia, backed by China, has reduced cross-border aid access into Syria, placing political support for the Assad regime above lifesaving support for the Syrian people.<\/p>

The UK is clear that assistance via Damascus alone will not sufficiently meet the needs across the whole of Syria and so remains committed to the delivery of aid to those most in need in Syria, through all mechanisms. The Syria Crisis remains one of the UK's top priorities and we will continue to stand by the Syrian people by delivering to those in need, both inside Syria and to refugee hosting countries. The UK is one of the largest bilateral donors to the Syria Crisis, having spent over £3.5 billion to date, our largest ever response to a single humanitarian crisis.<\/p>

We continue to use our position at the UN Security Council, relationships with International Partners, UN agencies, human rights and non-governmental organisations and others, to push for greater aid access into Syria and more sustainable, long-term solutions, to increase the resilience of millions living in conflict. The UK's Special Representative for Syria plays an essential role in engaging the international community, to improve the lives of over 13 million people who are currently in need of humanitarian assistance. The UK's Special Representative is also committed to driving support for a genuine political process to reach a lasting settlement. The UK will continue to engage with and lead the wider international humanitarian response to do the same, including at the fifth Brussels Conference for Syria and the Region.<\/p>

The impact of COVID-19 on lives across Syria is alarming. Health care capacity across Syria is overstretched; the regime's brutal pursuit of conflict and bombing of its own hospitals has left the whole of Syria ill-prepared for a pandemic that continues to spread. Deaths due to lack of humanitarian access are unacceptable, and the UK will continue to work with the international donors, the UN and humanitarian partners to pressure all parties to the conflict to allow unfettered humanitarian access across the whole of Syria.<\/p>

The UK is one of the largest donors to the humanitarian response to the Syria Crisis across the region. Since 2012, we have committed over £3.3 billion to help Syrian civilians displaced and vulnerable within their country, and host communities and Syrian refugees in neighbouring countries. This includes a pledge of at least £300 million for 2020 at this year's Brussels conference that ensures the most vulnerable Syrians continue to have access to life-saving and essential services, including healthcare, food, water and sanitation.
