11 convictions were secured in 2013/14 and 16 prosecutions were completed in 2013/14 (including those with convictions).

The Serious Fraud Office (SFO) investigates and, where appropriate, prosecutes cases of serious or complex fraud (including cases of domestic or overseas bribery and corruption) which, in the opinion of the Director of the SFO, call for the multi-disciplinary approach and legislative powers available to the SFO. Since April 2012, the SFO’s caseload has been recalibrated so that it is taking on fewer and more complex cases, as envisaged by the Roskill model.

The SFO’s Intelligence Unit will assess all matters referred to the SFO whether by the public, the police or other agencies or organisations and refer those considered suitable for acceptance to a Case Evaluation Board before submission to the Director for his decision to open a criminal investigation under the Criminal Justice Act 1987.

SFO investigations are complex, and this can sometimes lead to investigations merging or splitting into different parts. For instance, the Libor investigation is into numerous financial institutions, and there are other large investigations which have been subdivided.

All allegations of rape, sexual assaults and domestic violence made by members of the Armed Forces are thoroughly investigated by either the civil or Service police, depending upon who has jurisdiction. The tables below show the number of alleged cases of rape and sexual assault (including assault by penetration) that were investigated by each branch of the Service police where the alleged offence took place in the UK in each year from 2009 to 2013; the number not referred to a prosecutor; the number referred to the Service Prosecuting Authority (SPA); and the number still under investigation. The Service police do not refer investigations to the Crown Prosecution Service.

All allegations of rape, sexual assault and domestic violence made by or against members of the Armed Forces are thoroughly investigated. An investigation may be conducted by either the civil or Service Police.

The tables below show the number of alleged cases of rape and sexual assault (including assault by penetration) that were investigated by each branch of the Service police in each year from 2009 to 2013, the number referred to the Service Prosecuting Authority (SPA) and the result of those referrals. The SPA can receive formal referrals only from either Service Police or the Commanding Officer.

It should be noted that the SPA may receive referrals in one year which relate to allegations and investigations made in previous years and that such cases may be directed, disposed and/or tried in following years. There is therefore no direct correlation between investigations and referrals and the number of cases brought in any one year.

Domestic violence is not a crime classification, but may be recorded under the crime classification of violence, for example battery, assault or grievous bodily harm. For the Service Police to establish which offences are as a result of domestic violence would require an individual review of all cases, which could be undertaken only at disproportionate cost.

Offenders' needs are assessed using OASys and the outcome informs the sentence plan, which helps to determine the appropriate establishment (within the correct security category).

All prisoners who have been victims of domestic violence, rape, or abuse have access, as required, to appropriate support throughout custody as part of the National Offender Management Service (NOMS) core rehabilitative offer. This service provision is articulated in the NOMS Rehabilitation Services (Custody) Specification.

In particular, for offenders with personality disorder who are being treated in therapeutic communities, emerging signs of domestic violence victimhood will be addressed as part of these treatments.

As part of our Transforming Rehabilitation reforms, all prisoners will receive a resettlement service from Community Rehabilitation Companies; the resettlement service will include specialist services to meet the needs of victims of domestic abuse.

There are 13 Therapeutic Communities within four male prisons (HMPs Dovegate, Gartree, Grendon and Warren Hill) which address the interpersonal problems, attitudes, thinking and emotions of offenders and aim to engage in treatment those who also have additional emotional and psychological needs. These services are trauma-focused and are designed to respond to abuse where it is relevant to individuals.

There are also specialist personality disorder services at HMP Whitemoor and HMP Frankland (since 2005/06), and new treatment services opening at HMPs Garth and Swaleside this financial year 2014-15. These new services are part of a wider personality disorder pathway approach which is being implemented with support from the NHS at a number of prisons.

It is not possible to identify separately the costs associated with these specific interventions and treatments as they are often integrated into the wider cost structure of the therapeutic community and personality disorder services and also with the wider costs of operating prisons.

The Department provides a reasonable adjustments service, which has recently been subject to a review, to allow staff to ensure that a person with a disability is not put at a substantial disadvantage compared to non-disabled persons generally, who work under the same conditions. The Department’s Disability Champion also continues to work closely with the Disability Staff Network in raising awareness of disability issues to the wider Department.

As part of our Local TV licencing programme, Ofcom advertised the following locations with a deadline of 7 January 2014: Barnstaple, Basingstoke, Derry/Londonderry, Gloucester, Guildford, Limavady, Luton, Maidstone, Plymouth, Reading and Salisbury and Ofcom is in the process of considering the resulting applications. Out of these locations, Ofcom only received applications for five: Reading, Basingstoke, Guildford, Salisbury and Maidstone. The licences for Reading, Salisbury and Guildford have been awarded by Ofcom (on 3 June 2014) and Ofcom expects to be able to make a decision on the remaining two locations, namely Basingstoke and Maidstone shortly.

As the centenary of the outbreak of the First World War approaches, it is right that we acknowledge the important work undertaken by the Commonwealth War Graves Commission (CWGC) to commemorate those who gave their lives during both World Wars.

The CWGC receives financial contributions from its member nations based on the number of graves it maintains on behalf of each nation. Accordingly the UK Government contributes 78.43% to the total CWGC funding.

Financial records are retained for seven years. Information held by the Ministry of Defence indicates that over the last seven financial years the UK Government has made the following payments to CWGC for the maintenance of graves of those who died during the First and Second World Wars. The figures include UK VAT:

2007-08 – £34,799,000
2008-09 – £35,153,000
2009-10 – £46,545,000
2010-11 – £43,341,000
2011-12 – £46,288,000
2012-13 – £44,636,487
2013-14 – £47,318,041

With regard to future funding, the UK will continue to meet its obligation to pay the appropriate percentage (currently 78.43%) of the total CWGC funding.

By the end of financial year 2013-14, approximately £17 million had been spent on Typhoon-related works at Lossiemouth. The estimated capital costs for facilitating Typhoon Force-related operations, including the Northern Quick Reaction Alert facility, at RAF Lossiemouth is anticipated to be some £87 million.

The Basing Review, which was announced in July 2011, assessed what was best for Defence as a whole. This followed the Strategic Defence and Security Review in 2010, which stated the RAF needed three not four RAF fast jet bases.

The decisions made regarding RAF Leuchars and RAF Lossiemouth were also necessary to establish a coherent plan for basing the Army following its return from Germany and the opportunity to realise receipts by disposing of high value estate, while ensuring the build-up of the Typhoon force.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/1444", "label" : {"_value" : "Biography information for Mr Mark Francois"} } , "answeringMemberConstituency" : {"_value" : "Rayleigh and Wickford"} , "answeringMemberPrinted" : {"_value" : "Mr Mark Francois"} , "dateOfAnswer" : {"_value" : "2014-07-22", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "previousAnswerVersion" : {"_about" : "http://data.parliament.uk/resources/63603/answer/previousversion/7755", "answeringMember" : {"_about" : "http://data.parliament.uk/members/1444", "label" : {"_value" : "Biography information for Mr Mark Francois"} } , "answeringMemberConstituency" : {"_value" : "Rayleigh and Wickford"} , "answeringMemberPrinted" : {"_value" : "Mr Mark Francois"} } , "questionFirstAnswered" : [{"_value" : "2014-07-22T15:23:57.8859729Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "11"} , "answeringDeptShortName" : {"_value" : "Defence"} , "answeringDeptSortName" : {"_value" : "Defence"} , "date" : {"_value" : "2014-06-24", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "RAF Lossiemouth"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Defence, what the cost has been to date of all Typhoon Force-related capital works at RAF Lossiemouth; and what estimate he has made of the total cost of facilitating the future operation of the Typhoon Force and the Northern Quick Reaction Alert facility at that base.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/627", "label" : {"_value" : "Biography information for Lord Campbell of Pittenweem"} } , "tablingMemberConstituency" : {"_value" : "North East Fife"} , "tablingMemberPrinted" : [{"_value" : "Sir Menzies Campbell"} ], "uin" : "202098"} ], "itemsPerPage" : 10, "next" : "http://eldaddp.azurewebsites.net/answeredquestions.text?date=2014-06-24&_page=1&min-answer.questionFirstAnswered.=2014-07-07T16%3A34%3A58.7019654Z&answer.isMinisterialCorrection=false", "page" : 0, "startIndex" : 1, "totalResults" : 28, "type" : ["http://purl.org/linked-data/api/vocab#ListEndpoint", "http://purl.org/linked-data/api/vocab#Page"]} }
