The Government is committed to putting victims and witnesses first in the criminal justice system. We have considerably improved support given to victims, including revamping the Victims\u2019 Code to ensure victims of the most serious crimes get access to vital services like counselling to help cope with and, where possible, recover from what they have been through.<\/p>

<\/p>

Our statutory Victim Contact Scheme (VCS) is offered to all victims where the offender has committed a violent or sexual offence and received a sentence of 12 months or more. The scheme enables victims to be kept informed by victim liaison officers of key stages of the offender\u2019s sentence, including release, and to make representations on conditions to which the offender may be subject on release.<\/p>

<\/p>

This entitlement is outlined in the Government\u2019s Victims\u2019 Code, which came into force in December 2013. The Victims\u2019 Code gives victims of crime clearer entitlements from criminal justice agencies and better tailors services to individual need.<\/p>

The National Offender Management Service Domestic Abuse Policy Strategy sets out that it is best practice to offer the VCS to domestic abuse victims, regardless of the length of the offender\u2019s sentence and whether the offender will be subject to licensed supervision in the community. Such decisions are made on a case by case basis. Legal aid in England and Wales is available to victims of domestic violence where they need it to help break free from the abusive relationship. Access to legal aid for protective injunctions to prevent domestic violence remains identical to that prior to the legal aid reforms. These matters continue to be funded without the need for evidence. In private family law cases (such as child or financial arrangements) legal aid continues to be available where there is evidence of domestic violence or child abuse - the list of acceptable evidence is wide and comprehensive.<\/p>

The Government takes insurance fraud very seriously. It has recently set up a taskforce, chaired by the former Law Commissioner David Hertzell, which will consider the range of insurance fraud and make recommendations to reduce the level of fraudulent claims with a view to reducing premiums and protecting the interests of honest consumers. The taskforce aims to publish an interim report by Spring 2015 with a final report by the end of 2015.<\/p>

The Government has also been working closely with stakeholders from across the industry to develop a package of reforms to tackle the abuse of whiplash claims. The Ministry of Justice currently funds Victim Support for the provision of support to witnesses attending criminal courts in England and Wales. Funding for this support beyond March 2015 is currently subject to a competitive commissioning process.<\/p>

<\/p>

In developing the requirement specification for the service from April 2015, the Ministry of Justice took the views of a number of organisations working in the field of support for victims and witnesses. This included NSPCC, who provided valuable input drawn from practitioner experience in supporting young witnesses.<\/p>

<\/p>

The requirements of the service include that witnesses should receive tailored support which meets their individual needs, and there is particular emphasis on ensuring the service meets the needs of young, vulnerable and intimidated witnesses. Support for young witnesses includes the provision of a Young Witness Pack, age appropriate explanations about court proceedings, and where needed support at pre-trial visits and home visits. Support will also include supporting and facilitating the attendance of parents or adults accompanying a young witness to court.<\/p>

<\/p>

The service is part of wider arrangements within the Criminal Justice System to support young witnesses at court, including use of special measures such as screens around the witness box to shield the witness from the defendant, use of live-links or recorded evidence-in-chief and a Registered Intermediary to aid communication.<\/p>
