Blacklisting is an unacceptable practice. The Government has to date, seen no evidence of this practice recurring since the introduction of the Blacklists Regulations in 2010. However, we understand the Information Commissioner\u2019s Office (ICO) is currently investigating some allegations of blacklisting.<\/p>
<\/p>
We will be paying close attention to the outcome of these investigations, and once they are known we will consider whether any further action needs to be taken as a result.<\/p>
<\/p>
Individuals who believe they have new evidence of blacklisting should provide this to the ICO so that it can decide whether there are grounds for an investigation using their powers under the Data Protection Act.<\/p>

The Create Together strategy produced by the industry members of the Creative Industries Council is a strategy for building on the economic success of the UK\u2019s creative sector. It is one which the Government supports. Government is currently reviewing specific recommendations within the strategy, including on safe harbour. We are strongly committed to working constructively with industry on these issues.<\/p>
The Government agrees that it should not be possible to benefit from encouraging the posting of copyright infringing content through safe harbours, and that the rules governing who is responsible for such content should be clear. As my right hon. Friend the Prime Minister has made clear, while the UK remains a member of the EU, current EU funding and collaboration arrangements continue unchanged, including those that apply to students, researchers, and businesses. I am in close contact with Commissioner Moedas on the topic of Horizon 2020 funding, and I met with the Italian Minister for Education, Universities and Research on 11 July.<\/p>
