We are unable to answer these questions within cost limits as the required detail is not within the prison NOMIS system. To obtain a robust estimate would require manually linking each incident to a prisoner, checking police records for all prisoners in scope, extracting and reporting on their criminal history and then linking to an additional database to identify seriousness of offence.

Data on absconds is published annually in the HMPPS annual digest. The latest version can be accessed via the following link: HMPPS Annual Digest, April 2021 to March 2022 - GOV.UK (www.gov.uk).

Public protection is our top priority. When a prisoner absconds, police are immediately notified and are responsible for locating the offender. The majority of absconders are quickly recaptured and returned to custody.

Those who abscond face serious consequences, including being returned to closed prison conditions where they may serve up to two additional years on conviction. Prisoners subject to parole decisions will likely face longer before they are released.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4941", "label" : {"_value" : "Biography information for Lord Bellamy"} } , "answeringMemberPrinted" : {"_value" : "Lord Bellamy"} , "dateOfAnswer" : {"_value" : "2023-02-13", "_datatype" : "dateTime"} , "groupedQuestionUIN" : {"_value" : "HL5199"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2023-02-13T16:37:17.807Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "54"} , "answeringDeptShortName" : {"_value" : "Justice"} , "answeringDeptSortName" : {"_value" : "Justice"} , "date" : {"_value" : "2023-01-30", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Reoffenders"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "To ask His Majesty's Government how many people serving a life sentence have absconded from an open prison and have then been convicted of (1) a serious further offence, or (2) any further offence, while unlawfully at large in each of the last 10 years.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/452", "label" : {"_value" : "Biography information for Lord Bradley"} } , "tablingMemberPrinted" : [{"_value" : "Lord Bradley"} ], "uin" : "HL5198"} , {"_about" : "http://data.parliament.uk/resources/832875", "AnsweringBody" : [{"_value" : "Department of Health and Social Care"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/832875/answer", "answerText" : {"_value" : "

On 25 January 2017, the Yeovil District Hospital NHS Foundation Trust board approved work to examine the case for establishing a wholly owned subsidiary for estates and facilities management. On 20 December 2017, after staff consultation had taken place, the Trust board approved the formation of a wholly owned subsidiary.

NHS Improvement has reviewed key relevant documents including the Trust board paper evidencing informal staff engagement about the proposed changes during October 2017, as well as a formal 30-day staff consultation during November 2017. Following the staff consultation, the Trust made changes to its proposal which benefitted the staff transferring to the new company. The Trust has confirmed to NHS Improvement that it took legal advice in relation to its duty to consult staff on the changes.

The Trust did not establish the wholly-owned subsidiary prior to consulting clinical commissioning groups (CCGs). NHS Improvement has seen correspondence from Somerset CCG on 19 December 2017 giving permission for the wholly-owned subsidiary to be a permitted subcontractor. NHS Improvement has seen similar correspondence from NHS England Specialised Commissioners on 22 November 2017 approving the wholly-owned subsidiary as a permitted subcontractor. The Trust board took the decision to approve the formation of the wholly owned subsidiary on 20 December 2017.

Yeovil District Hospital NHS Foundation Trust has told NHS Improvement that it has not been necessary to spend additional time beyond normal Board business discussing clinical matters as a result of establishing a wholly-owned subsidiary company.
