The first report on Inheritance Tax published by the Office of Tax Simplification (OTS) in November 2018 made a number of recommendations to simplify the administration of the tax. The OTS has committed to publishing a second report in 2019 on simplifying the tax from a technical and design standpoint and the Government will consider their recommendations carefully. Leaving the EU without a deal remains the default option on 31 October. As a responsible government, we have been preparing for all EU exit eventualities, including the possibility of no deal, for over two years. The Government recognises that widespread free access to cash remains important to the day-to-day lives of many people and small businesses in Scotland and across the UK.<\/p>

The UK has one of the most extensive free-to-use ATM networks in the world; around 80% of the ATM network in Scotland is free and there are now around 700 more free ATMs in Scotland compared to 2015. From January 2018 to March 2019, there were no publicly accessible Protected ATMs in Scotland that closed which did not have alternative free access to cash via another source, such as a Post Office.<\/p>

In addition, the Government is engaging, and will continue to engage, with the regulators and industry on this important topic. In 2015, the Government established the Payment Systems Regulator (PSR), with a statutory objective to ensure that the UK\u2019s payment systems work in the interests of their users. As a result, the PSR is closely monitoring developments within ATM provision, and has used its powers to ensure LINK meets its commitment on maintaining the broad geographical spread of free-to-use ATMs.<\/p>

On 23 May, the Treasury formally directed the Financial Conduct Authority (FCA) to launch an independent investigation into the events at London Capital & Finance (LCF), and approved the FCA\u2019s appointment of Dame Elizabeth Gloster to lead it. The investigation will look at the events and circumstances surrounding the failure of LCF and whether, in its supervision of LCF, the FCA discharged its functions in a manner which enabled it to effectively fulfil its statutory objectives. Dame Elizabeth will be able to consider any other matters she deems relevant to the events set out in the Treasury\u2019s direction to the FCA.<\/p>

Dame Elizabeth is an experienced barrister, leading QC and Judge at the High Court and Court of Appeal. The Treasury is satisfied that she will be able to lead a robust and independent investigation.<\/p>

The Treasury has stipulated that the investigation should be completed within 12 months, whilst allowing the investigator to report sooner than 12 months if this is feasible.
