The statutory responsibility for transport to education or training for 16 to 18 year olds rests with local authorities and they are expected to set out appropriate plans which reflect local needs and circumstances.<\/p>

The rate of exclusion varies by pupil ethnicity, with pupils of some ethnic groups more likely to be excluded and others less.[1]<\/p>

<\/p>

Last March, the Government commissioned Edward Timpson to explore how head teachers use exclusion and why some groups of pupils are more likely to be excluded than others.<\/p>

<\/p>

New analysis undertaken for the Timpson Review shows that some ethnic groups are more likely to be excluded after controlling for other observable characteristics. For example, after accounting for other factors, Black Caribbean children are around 1.7 times more likely to be permanently excluded compared to White British children, while Mixed White and Black Caribbean children are around 1.6 times more likely, and Indian and Bangladeshi pupils are around half as likely.<\/p>

<\/p>

Equally, children in some ethnic groups do not appear to be permanently excluded at a different rate from White British pupils, such as Black African children.<\/p>

Schools (and further education colleges, sixth form colleges and 16-19 academies) are required to identify and address the special educational needs (SEN) of the pupils they support and to use their best endeavours to make sure that a child or young person who has SEN gets the support they need. This is outlined in the statutory SEN Code of Practice.<\/p>

<\/p>

The school should assess the child, plan an intervention if a learning difficulty is identified, implement the intervention and then review the outcome and progressively repeat this cycle until the child\u2019s learning difficulty is properly supported. This type of support is called SEN Support and the cyclical process is referred to as a \u2018graduated approach\u2019 to meeting children\u2019s needs. This process should take place regardless of whether a child has been referred for an education, health and care (EHC) needs assessment by the local authority.<\/p>

<\/p>

Information regarding the average waiting time and the average cost of SEND assessments is not held by the department. However, information is published on the number and percentage of new education, health and care plans that are issued within 20 weeks of referral in the annual \u2018Statements of SEN and EHC plans\u2019 statistical release. Schools (and further education colleges, sixth form colleges and 16-19 academies) are required to identify and address the special educational needs (SEN) of the pupils they support and to use their best endeavours to make sure that a child or young person who has SEN gets the support they need. This is outlined in the statutory SEN Code of Practice.<\/p>

<\/p>

The school should assess the child, plan an intervention if a learning difficulty is identified, implement the intervention and then review the outcome and progressively repeat this cycle until the child\u2019s learning difficulty is properly supported. This type of support is called SEN Support and the cyclical process is referred to as a \u2018graduated approach\u2019 to meeting children\u2019s needs. This process should take place regardless of whether a child has been referred for an education, health and care (EHC) needs assessment by the local authority.<\/p>

Information regarding the average waiting time and the average cost of SEND assessments is not held by the department.
