The vast majority of parents can use the childcare service (through which they apply for Tax-Free Childcare and 30 hours free childcare) without any problems. HMRC has been working with their delivery partner National Savings & Investments (NS&I) and NS&I\u2019s supplier Atos to make improvements to the service. According to the Bank of England\u2019s Money and Credit data, the outstanding level of consumer credit, in nominal terms, was £183.9bn in March 2010, compared to £209.4bn in March 2018.<\/p>

The government established the independent Financial Policy Committee (FPC), giving the FPC a primary objective to identify, monitor and take action to remove or reduce systemic risks with a view to protecting and enhancing financial stability. Following the Bank of England\u2019s 2017 stress test, the FPC said that regulatory capital buffers for individual firms should now be set so that each bank can absorb losses on consumer lending, alongside all the other effects of the stress test on its balance sheet. The government is determined that everyone who is entitled to the National Minimum and Living Wage (NMW) receives it. Anyone who feels they have been underpaid NMW should contact the Acas helpline on 0300 123 1100 or use the online pay and work rights complaints form on gov.uk<\/a>. In 2017/18 HMRC identified over £15.6 million arrears for over 200,000 workers. This included around £5.9 million self-correction arrears affecting around than 72,000 workers.<\/p>

The government is committed to protecting consumers from unfair lending practises, including excessive interest rates. To this end, the government legislated to require the Financial Conduct Authority (FCA) to introduce a cap on the cost of payday loans, which came into force on 2 January 2015. All firms which offer payday loans, including Oakam, are restricted by the payday price cap, and the FCA has strong powers to take action against any firms which do not comply with these rules.<\/p>

The cap consists of three parts: a daily interest cap of 0.8%; a £15 cap on default charges; and a total cost cap of 100% to ensure that consumers never need to pay back more than twice the sum they have borrowed.<\/p>

The FCA reviewed the payday price cap and published its findings last summer, showing that the price cap has been effective, leading to savings of approximately £150 million for the 760,000 individuals using payday loans each year. The price cap will remain at the same level, and the FCA has committed to review it again in three years.<\/p>

<\/p>

The FCA is also reviewing the high-cost credit market more broadly, focusing on rent-to-own, doorstep lending, catalogue credit, and overdrafts.
