The Government continually keeps under review how effectively Police and Crime Panels (PCPs) exercise their role in scrutinising and supporting the work of the Police and Crime Commissioners (PCC).<\/p>

We published our Counter Extremism Strategy in October 2015 which sets out a range of measures to deal with the broad challenge of extremism. We have placed a duty on specified authorities to have due regard to the need to prevent people from being radicalised.<\/p>

We consider vocal or active opposition to our fundamental values as extremist, whatever guise these are expressed under. This includes when religions are hijacked by those wishing to promote extremism. As my Rt. Hon. Friend the Prime Minister said in July last year \u201cextremist ideology is not true Islam\u201d.<\/p>

HM Government\u2019s Counter Extremism Strategy and counter-terrorism strategy, CONTEST, set out our approach to tackling the full range of factors that allow extremist and terrorist groups to grow and flourish. These include directly challenging ideologies, including those which have a theological basis.<\/p>

The Prime Minister recently commissioned a review into the funding of extremism in the UK. This will include an assessment funding that comes from overseas. The Harm-Benefit Analysis (HBA) is undertaken, on behalf of the Secretary of State, by the Animals in Science Regulation Unit inspectors, all of whom are veterinary or medically qualified and trained in assessing research proposals. The HBA is the process of considering a research proposal to make a judgement whether the likely harms that the animals will experience are justified by the likely benefits. Under section 18 of the Animals (Scientific Procedures) Act 1986, inspectors advise the Secretary of State who decides whether and on what terms a project licence should be granted.<\/p>

The number of project licences which were recommended for grant by the Animals in Science Regulation Unit inspectors between 2012 and 2015 are shown in table 1, column (c).<\/p>
