Following Matthew Oakley\u2019s report we have implemented a number of improvements to communications to ensure that claimants understand the sanctions process and can take the necessary action.<\/p>
An investigation of housing benefit with local authorities showed that the IT solution is working to specification and correct notifications are being sent. As a safeguard we have also improved guidance to ensure that staff advise all claimants, when sanctioned, to inform their local authority so that their housing benefit is not inadvertently stopped.<\/p>
We will continue to monitor the position in cooperation with local authorities.<\/p>"}

The Department doesn\u2019t make an estimate the amount of benefit that would have been withheld as a result of benefit sanctions. Sanctions are designed to ensure claimants comply with their requirements in order to move off benefits and into work.<\/p>
<\/p>
The answer of 25 March 2013, Official Report, column 986W, on social security benefits made clear, it is not possible to robustly estimate the actual amounts withheld as we do not know what would have happened in the absence of sanctions. For example, of claimants who leave benefit during a sanction - some may have left irrespective of the sanction being applied, and some may have left because of the sanction.<\/p>"}

The Property Data Survey Programme, which carried out high-level condition surveys of the school estate in England, completed its last survey in July 2014. To ensure that the data is sufficiently robust before it is put to any further use, I asked officials to share the data we had gathered with schools and responsible bodies and rectify any significant variances in the dataset.<\/p>

The deadline for feedback from schools and responsible bodies has recently passed and officials are presently considering where we need to update the survey information. Once this is completed, we will be giving further consideration to future publication of the data.<\/p>"}

NCTL licensed the delivery of leadership development, including the National Professional Qualification for Headteachers to School led consortiums in 2012. The qualifications are developed around a leadership curriculum combining a range of essential and elective modules. All qualifications have a rigorous final assessment process.<\/p>

There are no specific centrally-generated materials on the NPQH for participants on conducting their first round of monitoring and evaluating teachers in a new school. However the entry assessment process, which is administered by a commissioned provider, contains a leadership competence on \u201cHolding to account\u201d. Both this and the performance management of staff and appraisal are covered generically within the programme.<\/p>
<\/p>
In addition, the NPQH Essential modules, \u2018Leading an effective school\u2019 and \u2018Leading and improving teaching\u2019, which are mandatory, include content on teacher quality and standards, monitoring and evaluating teaching and performance management/appraisal. Licensees can enhance the modules by including additional material.<\/p>
