Prison Officer vacancies are defined as a deficit of staff in post compared to benchmark staffing level. Benchmarks have now been agreed for most public sector Prison Service establishments which allow the reporting of staffing levels against benchmarks at prison level. Prior to the agreement of staffing benchmarks the inconsistency and uncertainty in the data held by the centre meant it was not possible to provide an accurate prison by prison breakdown of vacancies. The first set of verified data using agreed benchmarks was for 30 June 2014.

NOMS is aiming to recruit approx 1,700 Prison Officers in 2014/15, into post or onto merit lists. Some of these are already in post. This would be sufficient to fill all current vacancies and those created by attrition by March 2015. Detached duty is being used in the short term to fill vacancies.

Notes

1) Although benchmarks are agreed they are still subject to review and can therefore change if necessary to meet the requirements at the establishment to ensure a safe, decent and secure environment.

2) Benchmark figures do not include transition staff at establishments.

3) Only establishments with a finalised benchmark are included within the table. Benchmarks have not been set for the four Immigration removal Centres which NOMS runs for the Home Office, Buckley Hall which was benchmarked in the first competition and the five establishments commissioned by the Youth Justice Board. Benchmarks for women’s establishments are being finalised and are planned to be concluded by December 2014.

4) NOMS manages vacancies through the use of payment plus for officer grades, overtime, agency staff and through the use of temporary detached duty.

5) New capacity opening at Hull and Chelmsford has recently increased the benchmark requirement for which recruitment will be required.

6) Staff in Post figures are rounded to the nearest 10, with numbers ending in 5 rounded to the nearest multiple of 20 to prevent systematic bias. As with all HR databases, extracts are taken at a fixed point in time to ensure consistency of reporting. Rounding to 10 accurately depicts the level of certainty with which information is held. However, it does mean that the level of shortfalls presented here is the difference of the benchmark to the rounded staff numbers and will therefore differ slightly from the unrounded figures which are used internally.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/1453", "label" : {"_value" : "Biography information for Andrew Selous"} } , "answeringMemberConstituency" : {"_value" : "South West Bedfordshire"} , "answeringMemberPrinted" : {"_value" : "Andrew Selous"} , "dateOfAnswer" : {"_value" : "2014-11-05", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2014-11-05T17:31:00.3378328Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "54"} , "answeringDeptShortName" : {"_value" : "Justice"} , "answeringDeptSortName" : {"_value" : "Justice"} , "date" : {"_value" : "2014-10-31", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Prison Officers"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Justice, how many prison officer vacancies at each grade there were in each prison in each month since January 2014.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/1577", "label" : {"_value" : "Biography information for Sadiq Khan"} } , "tablingMemberConstituency" : {"_value" : "Tooting"} , "tablingMemberPrinted" : [{"_value" : "Sadiq Khan"} ], "uin" : "212856"} , {"_about" : "http://data.parliament.uk/resources/102062", "AnsweringBody" : [{"_value" : "Ministry of Justice"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/102062/answer", "answerText" : {"_value" : "

The number of finds in each prison establishment for the calendar year 2013 is shown in the table below. Please note that one find may constitute a handset containing one SIM card or media card, a handset only, or a SIM card only.

This Government is clamping down on the use of mobile phones in prisons, and seizures have increased. Prisons use a comprehensive range of robust searching and security measures to detect items of contraband such intelligence-led searches, body searches, use of x-ray machines, metal detectors and CCTV surveillance cameras, as well as body orifice scanners.

The Offender Management Act 2007 made it a criminal offence to convey specific items, including mobile phones and associated equipment into or out of a prison or to transmit sounds or images from within a prison. In March 2012, the Crime and Security Act 2010 also made it an offence, with a penalty of up to two years’ imprisonment and/or an unlimited fine, to possess an unauthorised mobile phone or other electronic equipment or component element that can receive or transmit information electronically within a prison.

All offenders released from custody on licence are subject to six standard conditions. There are no exceptions. The standard licence conditions include requirements to keep in touch with their supervising officer, to seek permission prior to obtaining employment or moving address, and restrictions on travel outside the UK.

It is also possible for additional conditions or restrictions to be placed upon the licence - for example, to prevent the offender in question from contacting a previous victim, or from visiting certain locations or premises. Any additional condition must be justified as being necessary for the effective management of the offender in question, as well as being proportionate to the risk the offender poses.

The process for requesting and approving any additional conditions is the same for all offenders released on licence, so that the supervising officer may have specific regard to any offender with learning disabilities. If the supervising officer who manages the case considers that additional conditions are necessary and proportionate, they must request these of the Governing Governor of the releasing prison, or the Parole Board, whoever has responsibility for release in that case. The decision on whether to include such conditions rests with that authority.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4183", "label" : {"_value" : "Biography information for Lord Faulks"} } , "answeringMemberPrinted" : {"_value" : "Lord Faulks"} , "dateOfAnswer" : {"_value" : "2014-11-05", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2014-11-05T17:35:25.0177596Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "54"} , "answeringDeptShortName" : {"_value" : "Justice"} , "answeringDeptSortName" : {"_value" : "Justice"} , "date" : {"_value" : "2014-10-22", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Parole: Learning Disability"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "To ask Her Majesty’s Government what arrangements are in place to ensure reasonable adjustments for people with learning disabilities who are released from custody on licence so that the licence conditions are (1) necessary, and (2) proportionate.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/452", "label" : {"_value" : "Biography information for Lord Bradley"} } , "tablingMemberPrinted" : [{"_value" : "Lord Bradley"} ], "uin" : "HL2315"} , {"_about" : "http://data.parliament.uk/resources/100579", "AnsweringBody" : [{"_value" : "Ministry of Justice"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/100579/answer", "answerText" : {"_value" : "

All those due to be released on licence must have explained to them the conditions of their licence, what they are required to do upon release, and the implications of non-compliance. This is explained by a member of the prison staff prior to release, with the offender asked to sign their licence to confirm that they have understood this. It is explained again following release, by their supervising officer from the probation service responsible for managing their licence. These requirements are set out clearly in Prison Service Instruction 18/2014, and Probation Instruction 11/2014.

In addition, the Ministry of Justice has produced an ‘easy read’ guide to licences to enable staff to explain the licence conditions to those who have learning disabilities in as clear a way as possible. These documents contain simple text and illustrations to help the understanding of an offender who may otherwise have difficulty comprehending the requirements made of them on release.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4183", "label" : {"_value" : "Biography information for Lord Faulks"} } , "answeringMemberPrinted" : {"_value" : "Lord Faulks"} , "dateOfAnswer" : {"_value" : "2014-11-05", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2014-11-05T17:32:28.0799629Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "54"} , "answeringDeptShortName" : {"_value" : "Justice"} , "answeringDeptSortName" : {"_value" : "Justice"} , "date" : {"_value" : "2014-10-22", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Parole"} , "houseId" : {"_value" : "2"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25277", "prefLabel" : {"_value" : "House of Lords"} } ], "questionText" : "To ask Her Majesty’s Government what arrangements are in place to ensure that, when a person with learning disabilities is released from custody on licence, the person understands (1) the licence conditions, (2) what is expected of them, and (3) the implications of non-compliance.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/452", "label" : {"_value" : "Biography information for Lord Bradley"} } , "tablingMemberPrinted" : [{"_value" : "Lord Bradley"} ], "uin" : "HL2316"} ], "itemsPerPage" : 10, "page" : 0, "startIndex" : 1, "totalResults" : 6, "type" : ["http://purl.org/linked-data/api/vocab#ListEndpoint", "http://purl.org/linked-data/api/vocab#Page"]} }
