It is not possible to produce a robust estimate of the impact of removing the £20 uplift on child poverty. This is particularly the case at the moment given the uncertainty around the speed of the economic recovery, and how this will be distributed across the population.

As the economy recovers, our ambition is to help people move into and progress in work as quickly as possible based on clear evidence around the importance of employment, particularly where it is full-time, in substantially reducing the risks of poverty. Our ambitious Plan for Jobs is already delivering for people of all ages right across the country and includes new schemes such as the £2 billion Kickstart Scheme, the £2.9bn Restart Scheme and our Job Entry Targeted Support Scheme.”
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4423", "label" : {"_value" : "Biography information for Will Quince"} } , "answeringMemberConstituency" : {"_value" : "Colchester"} , "answeringMemberPrinted" : {"_value" : "Will Quince"} , "dateOfAnswer" : {"_value" : "2021-07-06", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2021-07-06T16:15:06.103Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "29"} , "answeringDeptShortName" : {"_value" : "Work and Pensions"} , "answeringDeptSortName" : {"_value" : "Work and Pensions"} , "date" : {"_value" : "2021-07-01", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Universal Credit: Wales"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Work and Pensions, what recent assessment she has made of the potential effect of ending the £20 universal credit uplift on levels of poverty in Wales.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/1397", "label" : {"_value" : "Biography information for Hywel Williams"} } , "tablingMemberConstituency" : {"_value" : "Arfon"} , "tablingMemberPrinted" : [{"_value" : "Hywel Williams"} ], "uin" : "25735"} , {"_about" : "http://data.parliament.uk/resources/1336790", "AnsweringBody" : [{"_value" : "Department for Work and Pensions"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1336790/answer", "answerText" : {"_value" : "
Frontline health and social care workers make a valuable contribution to our society and we are so grateful for their continued work through this pandemic.

The Department does not deduct from a Universal Credit claimant’s salary or bonus payment, however it may reduce the amount of Government support a claimant receives through Universal Credit if their earnings increase and they therefore have more money available to support themselves. It is a long-standing principle of means-tested benefits that as a person’s earnings increase their government support decreases – Universal Credit is no different.

Bonus payments, including those paid to health and social care workers, are earnings and therefore are treated in the same way as any other earnings. Universal Credit rules align closely to tax legislation (Income Tax (Earnings and Pensions) Act 2003 (ITEPA)). Amounts that are taken into account for a Universal Credit award include those that are general earnings, as defined in section 7(3) of ITEPA. Amounts paid as expenses that are exempt from Income tax under Part 4 of ITEPA are not taken into account for a Universal Credit award.

To ensure consistency with the approach taken across different forms of earnings and Covid-19 financial support, the UK Government does not believe there is a case for disregarding these payments from benefit calculations. They are therefore subject to the Universal Credit taper rate of 63%, unless the earnings form part of the work allowance, which is the amount someone can earn before the taper is applied to their earnings.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4423", "label" : {"_value" : "Biography information for Will Quince"} } , "answeringMemberConstituency" : {"_value" : "Colchester"} , "answeringMemberPrinted" : {"_value" : "Will Quince"} , "dateOfAnswer" : {"_value" : "2021-06-22", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "previousAnswerVersion" : {"_about" : "http://data.parliament.uk/resources/1336790/answer/previousversion/8220", "answeringMember" : {"_about" : "http://data.parliament.uk/members/4423", "label" : {"_value" : "Biography information for Will Quince"} } , "answeringMemberConstituency" : {"_value" : "Colchester"} , "answeringMemberPrinted" : {"_value" : "Will Quince"} } , "questionFirstAnswered" : [{"_value" : "2021-06-22T13:43:51.29Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "29"} , "answeringDeptShortName" : {"_value" : "Work and Pensions"} , "answeringDeptSortName" : {"_value" : "Work and Pensions"} , "date" : {"_value" : "2021-06-15", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Universal Credit: Wales"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Work and Pensions, if she will take steps to ensure that universal credit claimants in Wales are able to receive their bonuses from both rounds of the Welsh Government's NHS and social care financial recognition scheme without deductions.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/1548", "label" : {"_value" : "Biography information for Jessica Morden"} } , "tablingMemberConstituency" : {"_value" : "Newport East"} , "tablingMemberPrinted" : [{"_value" : "Jessica Morden"} ], "uin" : "16055"} , {"_about" : "http://data.parliament.uk/resources/1285506", "AnsweringBody" : [{"_value" : "Department for Work and Pensions"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1285506/answer", "answerText" : {"_value" : "
