The Government maintains VAT reliefs to aid the purchase of Automated External Defibrillators (AEDs), including VAT relief on purchases made by local authorities and those made through voluntary contributions, where the AED is donated to eligible charities or the NHS. Otherwise, they attract the standard rate of VAT.

The Government is currently inviting community organisations to bid for funding as part of a £1 million grant scheme that expands public access to AEDs, particularly in public places where they are most needed. In addition, in June 2023, the Government met its commitment to ensure that all state-funded schools in England have access to a life-saving defibrillator.

The Government keeps all taxes under review.

This Government is committed to maintaining high standards of animal welfare where procedures are undertaken on live animals for scientific or educational purposes. It champions the work of the National Centre for the Replacement, Reduction and Refinement of Animals in Research (NC3Rs) in supporting the research community to develop and use science and technology in the creation of new approaches to replace studies that require animals.

Central to any decision to use animals in research is the need for robust scientific evidence to justify the use of animals. The UK’s rigorous regulatory system requires that no testing takes place if there is a validated non-animal alternative that would achieve the scientific outcomes sought. Project licence proposals for research on animals for which there is no non-animal alternative must comply fully with the principles of the 3Rs: replacement, reduction and refinement.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4399", "label" : {"_value" : "Biography information for Victoria Atkins"} } , "answeringMemberConstituency" : {"_value" : "Louth and Horncastle"} , "answeringMemberPrinted" : {"_value" : "Victoria Atkins"} , "dateOfAnswer" : {"_value" : "2021-04-20", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2021-04-20T16:19:11.48Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "1"} , "answeringDeptShortName" : {"_value" : "Home Office"} , "answeringDeptSortName" : {"_value" : "Home Office"} , "date" : {"_value" : "2021-04-12", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Animal Experiments"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for the Home Department, what steps the Government is taking towards the full replacement of procedures on live animals for scientific and educational purposes.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/3960", "label" : {"_value" : "Biography information for Henry Smith"} } , "tablingMemberConstituency" : {"_value" : "Crawley"} , "tablingMemberPrinted" : [{"_value" : "Henry Smith"} ], "uin" : "178568"} , {"_about" : "http://data.parliament.uk/resources/1122745", "AnsweringBody" : [{"_value" : "Home Office"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1122745/answer", "answerText" : {"_value" : "

The Government welcomes the One Too Many campaign for the contribution it makes in raising public awareness of a zero-tolerance approach to passengers who get drunk and act in a disruptive way.

The participation of many airports, airline and airside licensed premises in the One Too Many campaign is positive. It forms part of wider efforts by the aviation industry, such as a Code of Practice on Drunk and Disorderly Passengers and improved staff training, to tackle this rare but unacceptable behaviour.

Prompted by concerns about such behaviour, the Government published a Call for Evidence on airside alcohol licensing at international airports in England and Wales last November. All forms of retail crime are unacceptable, and everyone has the right to feel safe at work.

I chair the National Retail Crime Steering Group (NRCSG) which brings together partners including the police, trade bodies – including the Association of Convenience Stores - and retailers and is overseeing a range of work to tackle retail crime. This includes the collation and dissemination of good practice and developing guidance on the use of Impact Statements for Business, which give victims of business crime the opportunity to set out the impact the crime has had on the business, including, for example, financial loss. The NRCSG also continues to work with retailers to improve the management and response to shop theft using a partnership approach according to local circumstances.

On 21 January I announced that we will launch a call for evidence on violence and abuse towards shop workers to strengthen our understanding of this issue, including how existing legislation is being applied.
