\u200bWhen raising Mr Öcalan's case and the situation of fellow prisoners with the Turkish authorities, we have encouraged them to implement the recommendations made by the European Committee for the Prevention of Torture and Inhuman or Degrading Treatment or Punishment (CPT) following their previous visit to the prison in 2016. In this regard, we welcome the fact that Mr Öcalan was granted access to two lawyers on 2 May and again on 22 May. In further developments we also note that the CPT paid another visit to Imrali prison in mid-May, and that the Turkish Minister of Justice has also lifted the court restriction on lawyers' visits to Imrali prison. We note that hunger strikes in support of Mr Öcalan have now ended. We are deeply concerned about the human rights situation in Chechnya, including recent reports of renewed persecution of LGBT people. UK officials are not permitted to travel to Chechnya for their own safety so officials have met with human rights organisations operating in the region to discuss these reports. Taken together with detailed reports prepared by credible organisations including LGBT Network and Human Rights Watch, our assessment is that there has been an increase in LGBT persecution in Chechnya.<\/p>

On 18 March the UK, joined by 31 other countries, delivered a statement to the UN Human Rights Council on the persecution of LGBT people in Chechnya. I also raised this issue directly with my Russian counterpart, First Deputy Foreign Minister Vladimir Titov, in the margins of the Munich Security Conference in February. In November 2018, the UK was one of 16 countries to invoke the Organisation for Security and Co-operation in Europe Moscow Mechanism to investigate allegations of human rights abuses in Chechnya. \u200bWe work closely with the Albanian government to help tackle modern slavery. In the run-up to the UK-hosted Western Balkans Summit in July 2018, the Albanian Government endorsed the Prime Minister's Call to Action to end forced labour, modern slavery and human trafficking.<\/p>

The UK has developed a £2 million programme of activity under the Modern Slavery Fund to address modern slavery in Albania. During the reporting period from 23 May 2018 to 22 May 2019, the government laid 17 regulations under section 1 of the Sanctions Act, including seven regulations with a stated human rights purpose. The government prioritised preparation for sanctions implementation in case of a no deal exit. Specifically, the government prioritised making the necessary secondary legislation to carry over existing EU sanctions into UK law by exit day. In doing so, the government's objective was to ensure that, should the UK have left the European Union without a deal by that date, there would have been no gap in implementing the sanctions regimes which are currently in place in the UK by reason of EU law.<\/p>

As the UK has not exited the EU, no designations under the 17 regulations laid during the reporting period have been necessary, as listings under EU sanctions regimes still apply by virtue of EU law. \u200bThe United Kingdom and the Republic of Azerbaijan have enjoyed a strong diplomatic relationship for over a quarter of century. Through regular political and economic dialogue we work together to increase cooperation in all areas of mutual interest. Our annual strategic dialogue, which I last co-chaired in October 2018, provides opportunity for discussion of bilateral relations, multilateral issues and human rights.<\/p>

Our regular UK-Azerbaijan Joint Intergovernmental Commission, which is co-chaired by the Minister of State for International Trade, was last held on 22 May. This is a forum for in-depth discussion of the UK and Azerbaijan's energy and trade relationship, and sets the agenda for future cooperation in new economic sectors.<\/p>

We also strengthen bilateral relations through regular high-level visits, most significantly when the Prime Minister welcomed President Aliyev to the UK in April 2018. We have forged close partnerships in the educational, cultural and creative sectors. Since the Referendum, 65 FCO staff have been transferred to work in other government departments to support EU Exit preparations.
