Evidence suggests that life expectancy for people with sickle cell disease is improving. This is due to a number of factors including:<\/p>
- Improved newborn screening coverage to enable earlier diagnosis;<\/p>
- Use of the National Haemoglobinopathy Registry to monitor individuals\u2019 health, treatment and their annual reviews;<\/p>
- Access to specific diagnostics and medication, such as hydroxyurea; and<\/p>
- A Commissioning for Quality and Innovation (CQUIN) incentive has been in place for the last two years to improve access to apheresis for individuals with sickle cell disease.<\/p>
All these factors are reflected in the service specification quality indicators which providers are required to report against so that implementation can be monitored.<\/p>
It is anticipated that NHS England\u2019s new model for specialised haemoglobinopathy services will be in place by early 2020. The new model is designed to improve access to specialist advice and care for patients, irrespective of where they live. The equality impact assessment on the new service model indicates that it will advance the promotion of equality and support the further reduction of health inequalities. This will be through ensuring that patients with thalassemia and sickle cell conditions have equitable access to high quality specialist care and support within specialised commissioned centres irrespective of where in the country they live. Cannabis-based products for medicinal use are no different from other medicines, and existing systems for the funding of both licensed and unlicensed medicines apply.<\/p>
Any medicines which receive a marketing authorisation from the Medicines and Healthcare Products Regulatory Agency or European Medicines Agency will be assessed for cost effectiveness by the National Institute for Health and Care Excellence. This is the foundation of National Health Service decisions about routine funding, and applies to all licensed medicines. For unlicensed medicines, the normal NHS medicines governance systems apply, as they do to all locally funded unlicensed treatments. These processes support good clinical practice and safe and effective prescribing. Decisions will be taken, at NHS Trust level on a case by case basis, based on the needs of the individual patient and the evidence of efficacy and cost effectiveness available.<\/p>
My Rt. hon. Friend the Secretary of State for Health and Social Care has heard patients report difficulties in accessing medicinal cannabis. As a result, he asked the Department to work closely with NHS England to undertake a rapid process evaluation. Responsibility for the provision of training places for foundation dentists rests with Health Education England (HEE). HEE advises it has no current plans to increase the number of training places.<\/p>

The independent Advisory Group on Non-Ionising Radiation (AGNIR) published their report in the UK in 2012 and the European Commission\u2019s Scientific Committee on Emerging and Newly Identified Health Risks (SCENIHR) published their report in 2015.
