We are concerned about the issue of blasphemy laws, which has affected both Muslims and non-Muslims. It is our longstanding policy to oppose the death penalty in all circumstances as a matter of principle. We continue to closely monitor, the case of Shagufta Kausar and her husband Shafqat Emmanuel, whose appeal hearing is delayed until September due to court closures as a result of the COVID-19 pandemic.

The UK Government regularly raise our concerns about Freedom of Religion or Belief and blasphemy laws at a senior level with the Government of Pakistan. Most recently, the Minister of State for South Asia and human rights, Lord (Tariq) Ahmad of Wimbledon, raised concerns on Freedom of Religion or Belief and the death penalty with Dr Mazari, Pakistan's Human Right Minister, on 15 July. Lord Ahmad also raised our concerns regarding the blasphemy laws, including the case of Shagufta Kausar and Shafqat Emmanuel, with Pakistan's High Commissioner to the UK, His Excellency Nafees Zakaria, on 23 June. The Prime Minister's Special Envoy for Freedom of Religion or Belief, Rehman Chishti MP, has also spoken to the Pakistani High Commissioner to the UK about Freedom of Religion or Belief.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4057", "label" : {"_value" : "Biography information for Nigel Adams"} } , "answeringMemberConstituency" : {"_value" : "Selby and Ainsty"} , "answeringMemberPrinted" : {"_value" : "Nigel Adams"} , "dateOfAnswer" : {"_value" : "2020-07-20", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "previousAnswerVersion" : {"_about" : "http://data.parliament.uk/resources/1224405/answer/previousversion/38716", "answeringMember" : {"_about" : "http://data.parliament.uk/members/4057", "label" : {"_value" : "Biography information for Nigel Adams"} } , "answeringMemberConstituency" : {"_value" : "Selby and Ainsty"} , "answeringMemberPrinted" : {"_value" : "Nigel Adams"} } , "questionFirstAnswered" : [{"_value" : "2020-07-20T17:02:03.637Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "16"} , "answeringDeptShortName" : {"_value" : "Foreign and Commonwealth Office"} , "answeringDeptSortName" : {"_value" : "Foreign and Commonwealth Office"} , "date" : {"_value" : "2020-07-14", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Pakistan: Capital Punishment"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Foreign and Commonwealth Affairs, what recent representations he has made to his Pakistani counterpart on (a) Shagufta Kauser, (b) Hussain Moosa and (c) other prisoners facing death sentences under blasphemy laws in that country.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4432", "label" : {"_value" : "Biography information for Patrick Grady"} } , "tablingMemberConstituency" : {"_value" : "Glasgow North"} , "tablingMemberPrinted" : [{"_value" : "Patrick Grady"} ], "uin" : "73879"} , {"_about" : "http://data.parliament.uk/resources/1224041", "AnsweringBody" : [{"_value" : "Foreign and Commonwealth Office"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1224041/answer", "answerText" : {"_value" : "

We strongly condemn the attack on a Sikh Gurdwara in Kabul on 25 March. Lord (Tariq) Ahmad of Wimbledon, Minister of State for South Asia with responsibility for human rights and Her Majesty's Ambassador to Kabul have both condemned the attack. The UK continues to urge the Government of Afghanistan to ensure the rights of all ethnic and religious groups are protected, in line with the Afghan constitution.

The UK has a proud history of providing protection to those who need it, in accordance with our international obligations under 1951 Refugee Convention and the European Convention on Human Rights. The UK does not consider asylum claims lodged outside UK territory and does not consider it appropriate to do so. Those who need international protection should claim asylum in the first safe country they reach - that is the fastest route to safety.

The UK's refugee resettlement schemes do offer a route for United Nations High Commissioner for Refugees (UNHCR) recognised refugees in need of protection, who have fled their country of origin. Through these schemes, the UK prioritises the most vulnerable refugees regardless of race, religion or ethnicity and we do not discriminate in favour of, or against, any group. We work closely with UNHCR, which has well-established procedures and criteria for identifying refugees they consider to be suitable for resettlement, taking into account their protection needs. Apart from the criteria we set for each scheme, we do not seek to influence which cases are referred to us by UNHCR.
"} , "answeringMember" : {"_about" : "http://data.parliament.uk/members/4057", "label" : {"_value" : "Biography information for Nigel Adams"} } , "answeringMemberConstituency" : {"_value" : "Selby and Ainsty"} , "answeringMemberPrinted" : {"_value" : "Nigel Adams"} , "dateOfAnswer" : {"_value" : "2020-04-28", "_datatype" : "dateTime"} , "isMinisterialCorrection" : {"_value" : "false", "_datatype" : "boolean"} , "questionFirstAnswered" : [{"_value" : "2020-04-28T11:13:22.397Z", "_datatype" : "dateTime"} ]} , "answeringDeptId" : {"_value" : "16"} , "answeringDeptShortName" : {"_value" : "Foreign and Commonwealth Office"} , "answeringDeptSortName" : {"_value" : "Foreign and Commonwealth Office"} , "date" : {"_value" : "2020-04-20", "_datatype" : "dateTime"} , "hansardHeading" : {"_value" : "Afghanistan: Sikhs"} , "houseId" : {"_value" : "1"} , "legislature" : [{"_about" : "http://data.parliament.uk/terms/25259", "prefLabel" : {"_value" : "House of Commons"} } ], "questionText" : "To ask the Secretary of State for Foreign and Commonwealth Affairs, what recent discussions he has had with the Home Secretary on the provision of (a) safe passage and (b) asylum for members of the Sikh community fleeing persecution in Afghanistan.", "registeredInterest" : {"_value" : "false", "_datatype" : "boolean"} , "tablingMember" : {"_about" : "http://data.parliament.uk/members/4432", "label" : {"_value" : "Biography information for Patrick Grady"} } , "tablingMemberConstituency" : {"_value" : "Glasgow North"} , "tablingMemberPrinted" : [{"_value" : "Patrick Grady"} ], "uin" : "37858"} , {"_about" : "http://data.parliament.uk/resources/1150453", "AnsweringBody" : [{"_value" : "Department for Digital, Culture, Media and Sport"} ], "answer" : {"_about" : "http://data.parliament.uk/resources/1150453/answer", "answerText" : {"_value" : "

Our cultural and creative sectors are one of the UK’s greatest success stories. We will ensure that these sectors continue to thrive and that collaboration with our European partners continues to flourish beyond our exit from the EU. Journeys and routes around the EU are varied and unique to each musician.

However, we have engaged extensively with the cultural sector, and understand the diverse circumstances of companies, organisations and individual practitioners and how they may need to adapt as we leave the EU. These include changes for visas, social security and movement of equipment, including instruments when moving around the EU. We are working with other colleagues across government to ensure these are factored into our preparations and future negotiations.

The Government has now agreed the Withdrawal Agreement with the EU.
