My right hon. Friend the Secretary of State for Education announced this week £6.5 million funding for voluntary and community sector organisations who work with families of young children to support early language development, helping to address and support concerns when they can have the most impact; and to improve the early years education of children with special educational needs and disabilities.<\/p>

The government set out, prior to Budget 2018, plans to spend £3.5 billion this year on our free early education entitlements. We provide 15 hours of free early education for disadvantaged two year-olds, with almost 750,000 benefitting since 2013, and we provide the Early Years Pupil Premium, which delivers up to £300 per eligible child per year to support better outcomes for disadvantaged three and four year olds. This is on top of the near universal take up of the free 15 hours entitlement for all three and four year-olds.<\/p>

Funding for the entitlements is also supported by a £100 million investment through our social mobility action plan \u2018Unlocking Talent, Fulfilling Potential\u2019, published in December 2017.<\/p>

The government has allocated £265 million to help local authorities create new school places and improve existing facilities for children and young people with special educational needs and disabilities (SEND), in consultation with parents and providers. Many local authorities are using this to expand special schools or SEND units in mainstream schools.<\/p>

Individual local authorities\u2019 allocations are published at: https://www.gov.uk/government/publications/send-provision-capital-funding-for-pupils-with-ehc-plans<\/a>. This funding is for 2018 to 2021. Funding after 2021 will be determined via the Spending Review.<\/p>

The government also establishes new special schools through the free schools programme. As of 1 November 2018 there were 34 open special free schools with a further 55 in the pipeline.<\/p>

There is no legal requirement for schools to purchase an automated external defibrillator (AED), but the government encourages them to do so as part of their first aid equipment.<\/p>

AEDs are currently available for schools and other education providers in the UK to purchase through the National Health Service Supply Chain at a reduced cost. These arrangements are available to all UK schools including academies, independent schools, sixth-form colleges, further education institutions and early years settings (including holiday and out-of-school providers).<\/p>

Nationally, high needs funding has risen by £1 billion since 2013-14, to just under £6 billion in 2018-19, and will rise to over £6 billion in 2019-20. The additional £1.3 billion announced last year for schools and high needs is above and beyond what was promised at the 2015 spending review, and means that local authorities received an additional £140 million in high needs funding in 2018-19. Allocations for each local authority this year can be found at https://www.gov.uk/government/publications/dedicated-schools-grant-dsg-2018-to-2019<\/a>.<\/p>

Each local authority will attract a 1% increase in underlying funding per head of the population aged 2-18 years old in 2018-19 compared to 2017-18, following the increase of 0.5% they attracted last year. Underfunded authorities will continue to see higher increases \u2013 of up to 6% per head of of the population aged 2-18 years old, compared to 2017-18.<\/p>

We are listening to the concerns that some have expressed about the pressures on high needs budgets. The department has had no discussions with Lancashire County Council with regards to their ban on halal and kosher meat in school meals. The government sets out required minimum standards for school food in the School Food Standards to ensure that children are served healthy, nutritious meals at school. The standards do not specify food requirements in terms of cultural and religious needs.<\/p>

Headteachers, governors and their caterers are best placed to make decisions about their school food policies, which includes acting reasonably to provide choices that take account of cultural, religious and special dietary needs. Schools that choose to arrange their school meals through a local authority or another catering organisation may wish to take this into consideration. The government takes seriously its role in promoting inclusion and equality in education settings and the Equality Act 2010 (together with Part 3 of the Children and Families Act 2014) is a foundation stone on which our special educational needs (SEN) and disability system sits. The Equality Act requires all schools (whether maintained or academy) to produce an accessibility plan. These plans are about ensuring that all aspects of school life are accessible to disabled pupils. The Act also requires local authorities to produce accessibility strategies with the same aims as the school-level plan, but with different coverage.<\/p>

We have funded the Schools Development Support Agency, working with pdnet to deliver a contract to improve knowledge, skills and capability of the school workforce. Pdnet standards have been developed for the early years, schools and post 16 settings, along with level 1 training for schools raising awareness of physical disabilities. I am determined that all children and young people, including those who are deaf or have a hearing impairment, receive the support they need to achieve the success they deserve. I am meeting with the National Deaf Children\u2019s Society in November to find out more about their concerns.<\/p>

In April, the Whole School special educational needs and disabilities (SEND) consortium, led by the National Association for Special Educational Needs, were awarded a two-year contract for a new programme of work which will focus on building the skills of teachers working in mainstream and special schools and ensuring the schools\u2019 workforce are equipped to identify and meet their training needs in relation to SEND. The National Sensory Impairment Partnership are part of the consortium.<\/p>

Local authorities play a key role in providing support to children and young people with sensory impairment. They are best placed to determine local priorities and make funding decisions in consultation with local people and having regard to the range of statutory responsibilities placed on them.
