In January 2021, to 2,000 people working in roles crucial to the continuity of the COVID-19 vaccine supply chain were offered vaccinations. Workers identified by the Government as being crucial to the delivery of vaccine supply included staff working for Pfizer and AstraZeneca involved in specialist, highly trained roles.<\/p>

Based on the clinical assessment that most children are not considered to be at increased risk of COVID-19 mortality, being a foster carer alone is not cause for prioritisation for a COVID-19 vaccination. The Joint Committee on Vaccination and Immunisation (JCVI) advises that only those children at very high risk of exposure and serious outcomes, such as older children with severe neuro-disabilities within residential care, should be offered vaccination as part of phase one. There are currently no plans to prioritise foster parents not in the first nine priority groups in the next phase of the COVID-19 vaccination programme.<\/p>

Unpaid carers are included in the JCVI\u2019s priority group six, which includes individuals who are eligible for a carer\u2019s allowance, or those who are the sole or primary carer of an elderly or disabled person who is at increased risk of COVID-19 mortality and therefore clinically vulnerable. The Joint Committee on Vaccination and Immunisation (JCVI) advised that the priority for the current COVID-19 vaccination programme should be the prevention of COVID-19 mortality and the protection of health and social care staff and systems.<\/p>

The Green Book Immunisation Against Infections Disease chapter on COVID-19, states that hospital-based laboratory and mortuary staff who frequently handle COVID-19 or collect or handle potentially infected specimens, including respiratory, gastrointestinal and blood specimens should be eligible for COVID-19 vaccination as they may also have social contact with patients. The government has funded the Early Intervention Foundation (EIF) since 2013, including almost £2 million in 2018-20, to assess, evaluate and disseminate evidence of what works. The EIF has assessed the benefits of a wide range of specific early intervention programmes and suggested that whilst producing robust estimates is challenging, there is a compelling argument that the costs of intervening early are likely to pay off to society in economic terms. In particular, they highlight that the long-term economic benefits are considerable where early intervention leads to labour market gains, such as improvements in employment and earnings. However, they are clear that it is not a quick fix and is unlikely to reduce pressure on the social care system in the short term.<\/p>

The value of early intervention is reflected in statutory guidance \u2018Working Together to Safeguard Children\u2019 (2018), which is clear that providing early help is more effective in promoting children\u2019s welfare than reacting later \u2013 playing an important part in supporting children and young people to achieve better outcomes. The guidance is clear that local areas should have a comprehensive range of effective, evidence-based services in place to address assessed needs early. It is right that local authorities are free to decide how to use their children\u2019s social care budget to manage local priorities and deliver the best services for children.<\/p>
